The City of Belmont acknowledges the report received. Please accept this formal written
response acknowledging receipt and intentions to comply with the requirements stated.
We recognize our responsibility to developing solutions for the identified minor deficiencies
with the specific components of the MS4 permit that were reviewed and documented. We have
corrected these problems and updated our Stormwater Management Plan (SWMP). This plan
covers details, best management practices, measurable goals, and implementation timelines. We
are in the middle of completing our self -audit which will cover Construction Site Runoff
Controls, Post -Construction Site Runoff Controls, and Total Maximum Daily Loads. We will be
utilizing the DEQ standard MS4 Permit Compliance Audit Report Template. The SWMP will
address all known compliance deficiencies while also including the detailed items in the DEQ
MS4 Program Audit Report.

Thank you for your inquiry. A quick skim indicates that the submitted Draft SWMP v1 is sufficient to advance to a
detailed review and you will receive specific comments at a later date. Please note that Weaverville's permit renewal
will be issued in 2022, as DEQ has filled the 2021 queue and is finalizing 2020 SWMP submittals at this time.

Ms. Powell — I just want to check on the status of your review of our draft stormwater management plan that was
submitted to you in mid -March. We are nearing the end of our budget deliberations and, while we hope that you find
the draft plan sufficient as drafted, if there are any major changes to the it that would require a shift in our budget we
would like to know about it sooner rather than later.

MS4 Stormwater — Annual Report
Dear Ladies and Gentlemen:
Please accept this letter as the Town of Weaverville's Annual Report on its MS4 Stormwater
Pi ogi am.
The Town's MS4 Stormwater Program was audited on 12 November 2020 and a Notice of
Violation (NOV-2020-PC-0479) was issued on 16 November 2020. The Town has fully
complied with the terms of the NOV by performing all required actions and submitting all
required documents within the times specified in the NOV. As part of this work a draft
Stormwater Management Plan (SWMPv1) was submitted to NCDEQ-DEMLR on 16 March
2021.
The draft SWMP was confirmed as received by your office and, based on the attached email
dated 7 June 2021 from Jeannette Powell, was found sufficient to advance to a detailed
review. It appears that the detailed review of the Town's SWMP is scheduled such that a
new NPDES permit is anticipated to be issued in 2022.
Until that occurs, the Town will operate under the draft SWMPv1 that is pending review in
your offices.
