I spoke with Ken Averitte on the phone and he is fine with us proceding as described in his
Oct. 21 email. Turbidity curtains will not be required unless there is a significant
increase in turbidity. We have to make sure that the inspector on the job is familiar with
this condition.

Erica,
I talked with John Olinger about the specifics of the bridge pilings on this project. There
will be a few of the "H" piles driven in very shallow water. Given the circumstances of this
particular installation and the type of piling used, I think it would be reasonable to
commence construction without deployment of a turbidity curtain. Obviously, if stream
turbidity increases significantly after the work begins, the curtain should be installed. The
inspector on the job should be familiar with this condition.
This determination is specific to this particular project, B -4584.

Just so I am clear, does this need to be changed, do we not need to use the turbidity
curtains (two bents are located partially in the water) since they would not function
properly?

That condition (26) would only apply to in -water work. Many of these are generic conditions,
and I agree that this one is not clear as to where this is required.

I don't see the need for turbidity curtains at all. Looks like we will only have a couple of
piles in the water anyway and they will be right on the bank. The turbidity curtain will
just be piled up due to insufficient water depth.
Other than that T have no comments.

Erica,
In reviewing these conditions, I had a concern with one item.
Condition 26 requires the use of turbidity curtains around all pile driving or drilling
activities. From what I could see on the Roadway and Structure plans, it appears that the
new bridge piles will probably be placed outside of the water, or a couple may just barely be
in the edge of the water. I am not sure turbidity curtains could be placed in water this
shallow, or if they would even function correctly here. I guess if the Division thinks it is
OK to require turbidity curtains for this project, we will try to come up with a quantity for
them in our plans. I just don't see them being very practical here.
Let me know if this condition will remain or be changed, and if you have any other questions
for REU concerning this project. Thanks.
