Additional information is required before we may continue our review. Please address the following items no later than March 13,2002. 1. Please submit a new map of the facility with all Gilkey Lumber property lines delineated and all water supply wells within 500 feet of the spray and lagoon areas noted. 2. Please provide information on the vertical separation between the bottom of the lagoon and the seasonal high water table. A licensed soil scientist or geologist must provide this information. 3. Please provide information on the vertical separation between the bottom of the lagoon and the top of the bedrock.A licensed soil scientist or geologist must provide this information. Please be aware that you are responsible for meeting all requirements set forth in North Carolina rules and regulations. Any oversights that occurred in the review of the subject application package are still the responsibility of the applicant. In addition,any omissions made in responding to the above items may result in future requests for additional information. Additional information is required before we may continue our review. Please address the following items no later than February 23, 2002. I. Please indicate whether a liner meeting the requirements of 15A NCAC 2H .0219(f)exists in the recycle lagoon or refill pond. . - 2. A condition of a non-discharge wastewater recycling permit is that there be no discharge from the system. Currently there appears to be overflow devices in both ponds that are considered discharge points by the Division. These devices will need to be removed in order for this to be considered a non-discharge facility. 3. Please provide calculations documenting the ponds can retain the 25-year,24- hour storm based on the surface area draining to them. Freeboard requirements in the permit will be the greater of two feet, or that required to contain the 25-year, 24-hour storm event plus one foot of structural freeboard for any earthen basins. Drainage from the log sprinkler area, and any other areas draining to the lagoon, must be considered in the storage calculations. The graph provided does not detail what calculations were made,and whether surface drainage from surrounding areas was considered. Please note that comments from the Groundwater Section are pending at this time, and additional requests may be necessary to address these comments. Please be aware that you are responsible for meeting all requirements set forth in North Carolina rules and regulations. My firm is currently in the process of performing an audit and update of Gilkey Lumber Company's stormwater management plan. During an inspection of the facilities with Mr. Ingle, we identified a recent break in the containment from the log spraying operation that was allowing runoff from that process to run into the lower holding pond identified in your letter. We feel sure that this is the source of discoloration in the stream. We have had the stream running into the lower holding pond for about one year and have had no problems with stream discoloration until recently. Gilkey Lumber will immediately repair the containment for the log spraying operation to prevent additional runoff into the lower pond. In addition,they will pump down the lower pond into an upper holding pond to prevent discharge and allow settling to occur. We will also begin taking samples every two days and after storm events to monitor for discoloration until we have corrected the problem. Thank you for your assistance in this matter. Preston Howard,Jr., P.E., Director Asheville Regional Office - WATER QUALITY SECTION February 28, 1997 Mr. Danny Ingle Gilkey Lumber Company Route 8, Box 331 Rutherfordton, North Carolina 28139 Subject: Discharge of process water Rutherford County Dear Mr. Ingle: This is to inform you that a discharge was observed from the lower holding pond used in the log wetting operation at Gilkey Lumber. Company on February 18, 1997 . This discharge is in violation of North Carolina General Statues (NCGS) 143-215. 1. The Director of the Division of Water Quality has the authority to assess civil penalties by NCGS 143-215. 6A (h) for the discharge without a permit. However, understanding this is an intermittent discharge the preferred course of action is .the discharge be permanently eliminated. I would suggest the stormwater drains be diverted away from the log wetting holding pond. In diverting the stormwater drains, care must be taken to prevent erosion of soil which would impact the stream below your lumber company. When the lower holding pond was expanded in 1996, surface water ,from the above mentioned stream was diverted into the holding. pond. This flow should also be removed to prevent any further discharge from the holding pond. It is understood your log wetting operations requires addition of water during the dry months of the year. I suggest the Army Corp of Engineers (704-271-4854) be contacted to see if their approval is necessary of a small structure to be constructed across the stream below the lower holding pond. Having this small structure would allow water to be pumped to the lower holding pond as necessary to keep an adequate supply for log wetting while preventing a discharge to surface waters.
