You are listed as owner and discharge permit holder for the Countryside Manor WWTP. The attached Water Compliance Inspection Report summarizes the findings of the inspection. Please be aware that the Division may take enforcement action against any permittee who fails to comply with any requirement of their permit. Pursuant to NC General Statute (NCGS) 143- 215.6A, a civil penalty of not more than twenty-five thousand dollars ($25,000.00) may be assessed against any person who violates or fails to act in accordance with the terms, conditions, or requirements of any permit issued pursuant to G.S. 143-215.1. The assistance and cooperation of Josh Powers, Area Manager, Todd Robinson, ORC, and Kerry Miller Backup ORC, were very much appreciated. The plant seemed to be in good condition and was operating well on the day of the inspection. The facility was properly secured and well cleaned and maintained. The plant structure itself is in good condition and each unit from the EQ basin through to the effluent appeared in good condition. The mixed liquor in the aeration basin appeared healthy and the effluent over the clarifier weirs, through the contact chamber and down to the outfall appeared clear and well treated. The effluent had no apparent negative impact on the receiving stream. There were no solids visible and there was no foam or scum in the stream coming from the effluent. Problems noted: 1. The inspectors found several minor transcription errors in the eDMRs that were submitted, where data reported did NOT match data from the lab/bench sheets. More care MUST be taken in keeping and transcribing the records from one document to the next. 2. One blower was down due to a missing belt. Such parts MUST be kept on sight at all times to facilitate immediate repair and keep two blowers available at all times. 3. The rock/cascade aeration unit at the end of the discharge pipe, approximately 75 feet from the stream, needs to be cleaned up and better maintained. It is covered in a large amount of sediment, which reduces the overall aeration effect of the rock/cascade aeration unit. It MUST be cleaned up and the extra sediment needs to be removed and placed in an area where it cannot wash back down into the rock cascade. 4. Operators are currently taking the downstream sample at a point approximately 100 feet downstream of the point where the effluent converges with the discharge stream but the permit requires the sample to be taken where Troublesome Creek and State Road 2103, or Southard Road, intersect. This MUST be corrected immediatley. No other concerns, deficiencies, or violations were noted during the inspection. You're reminded that violations of your discharge permits and/or applicable state statutes and regulations, subject the permittee to fines of not more than $25,000 per day, per violation, in accordance with NC general statute 143-215.6A, Enforcement Procedures: Civil Penalties.
