This correspondence is in reference to the Pancho Stream and Wetland Mitigation Bank you
are developing approximately 11 miles west - southwest of Goldsboro (35.33363N - 78.19267W)
on North Carolina State Road 1008 in and adjacent to Kennedy Mill Branch in Wayne County,
North Carolina, within the Neuse River Basin, Hydrologic Unit Code (HUC) 03020201. The
purpose of this letter is to confirm the release of credits from this Bank upon completion the
required tasks, as described in Section VII, of the Mitigation Banking Instrument (1V1B1) for this
project.
Pursuant to the Mitigation Banking Instrument (MBI) entitled, Pancho Stream and Wetland
Mitigation Bank, dated March 2012, fifteen percent (15 %) of the Bank's total restoration and
enhancement credits for streams and wetlands shall be available for sale immediately upon
completion of the following completion of all initial physical and biological improvements made
pursuant to the Mitigation Plan.
By copy of this correspondence, we confirm that you have satisfied the above requirements
and 1,132 stream credits and 4.45 riparian wetland credits, constituting 15% of the Bank's total
restoration and enhancement are now available for sale. These numbers reflect the corrections
required due to the modification of the proposed stream restoration work approved on February
19, 2013. Please confirm these totals on your mitigation bank ledger.

Request for Credit Release
Dear Tracey:
Following submittal of the Pancho Monitoring Baseline Document and As -Built Report (5/13/2013) and
IRT site walkthrough (5/16/2013) and pursuant to the Pancho Stream & Wetland Mitigation Bank's
Mitigation Banking Instrument (as amended 2/19/2013) (Section VII, A &B), Restoration Systems herein
requests a release of 15 percent (15 %) of the Bank's as -built credits for both streams and wetlands.
Based on the as-built site measurements the requested credit release is 4.45 riparian wetland credits and 1,132
stream credits. The ledger showing these amounts is also enclosed. The requested stream credit release
includes a "pull back" of the preservation credits that were included in the initial release and was calculated as
follows:
• First release was 1,394. Accounting for as -built credits (8,419) and subtraction of
preservation credits (151.7), first 15% should now be corrected as follows:
o First release = 1,394
0 15% of 8,419 = 1,263
0 1St release preservation pull back = 131
• Requested post - construction release
0 15% milestone = 1,263 credits
o less 18t release P (131) = 1,132
