3a. Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this
application:
The existing site conditions are generally classified as fallow and forested urban land. The required road right of way and
adjacent land use are residential with encroaching retail and commercial. The site is bounded by Interstate 485. On -site
aquatic resources are limited to low quality entrenched streams. Numerous invasive species are present throughout the
site.

No wetlands were identified within the proposed impact area during the delineation approval process. No wetlands exist
outside of the stream buffer zones depicted on the site development plan.

Estimated length 1,600 linear feet
3d. Explain the purpose of the proposed project:
The purpose of the project is to construct a public street to and through a retail development. Trojan Road Extension is a
condition of the zoning approval, the street is necessary to provide safe ingress and egress to existing roadway
infrastructure.
3e. Describe the overall project in detail, including the type of equipment to be used:
The overall project is a public access street through a retail facility with outparcels. The specific project is a public access
road that impacts a stream. The road will be constructed with heavy equipment such as trackhoes, dozers and dump
trucks.

developed in the future. Adjacent parcels are not necessarily reliant on Trojan Drive Extension being constructed
because they are assessed to have independent utility. The road is necessary to access the subject parcel (not the
adjacent parcels) and is a requirement of the local approval process.

The engineering plans utilize headwalls, guardrails, and buried culvert specifications to minimize impacts. The road
surface elevation is approximately 22 feet above the streambed elevation. The headwalls reduce impacts to streams that
would otherwise be necessary to construct the crossing.
b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques.
The stream flow will be pumped around the construction site in order to reduce the chance of sediment entering the
channel. The site will be under an approved erosion control plan that will specify the use of the pump- around. All
construction limits will be clearly marked in the field. The pump around will be included in the erosion control plans that
are approved by Mecklenburg County.

Map Unit Descriptions
The map units delineated on the detailed soil maps in a soil survey represent the soils
or miscellaneous areas in the survey area. The map unit descriptions, along with the
maps, can be used to determine the composition and properties of a unit.
A map unit delineation on a soil map represents an area dominated by one or more
major kinds of soil or miscellaneous areas. A map unit is identified and named
according to the taxonomic classification of the dominant soils. Within a taxonomic
class there are precisely defined limits for the properties of the soils. On the landscape,
however, the soils are natural phenomena, and they have the characteristic variability
of all natural phenomena. Thus, the range of some observed properties may extend
beyond the limits defined for a taxonomic class. Areas of soils of a single taxonomic
class rarely, if ever, can be mapped without including areas of other taxonomic
classes. Consequently, every map unit is made up of the soils or miscellaneous areas
for which it is named and some minor components that belong to taxonomic classes
other than those of the major soils.
Most minor soils have properties similar to those of the dominant soil or soils in the
map unit, and thus they do not affect use and management. These are called
