Staff from the Fayetteville Regional Office have confirmed that this Permit is no longer required. Therefore, in accordance with your request dated July 17, 2021, Sewer Extension Permit No. WQ0039043 is rescinded, effective immediately. If in the future, if you wish again to operate a non -discharge system, you must first apply for and receive a new Wastewater Collection System Permit. Operating a non -discharge system without a valid Wastewater Collection Permit will subject the responsible party to a civil penalty of up to $10,000 per day. For any further questions, please see the contact information on the attached form. Based on a review of our records for permits issued during the period of 2016 through 2017, it appears that the Division of Water Resources (Division) has not yet received a final engineering certification in accordance with 15A NCAC 02T.0116, as well as the standard conditions of the permit, for the Wastewater Collection System Extension Permit(s) listed below. • Permit No. WQ0038217: AM-00045 New Butner School issued on 1/8/2016 • Permit No. WQ0039043: INTEL Training FAcility and INTEL Training Annex issued on 2/21/2017 If the permitted facility, or any portion of the facility, has been constructed and is in operation, a complete engineering certification is required to be submitted prior to placing the system into service. It should be noted that failure to certify a sewer extension permit appropriately in accordance with the provisions of 15A NCAC 02T.0116 may result in enforcement action. A complete certification is one that includes a copy of the construction record drawings (plan and profile views of all sewer lines), pump station design calculations (if applicable), and the certification form as provided with the original permit. Please note that the Division may not acknowledge the receipt of certifications, however, the status can be viewed at any time using our online Sewer Extension Permit Tracker located on the Municipal Permitting Unit website. If the permitted facility has not been constructed and will not be constructed, the Permittee may request to have the permit rescinded by returning the attached Status Update form. If the Permittee no longer owns the facility or the Permittee's name has changed, please return the attached Status Update requesting information for ownership/name change. Please note that Permits are not automatically transferable in the event the project site is now owned by others. The Division requests a response from the Permittee by July 25, 2021. The Status Update form on the back of this letter should be completed and included with all submittals. The permit for Intel Training Facility and Intel Training Annex was for sewer extensions for two separate facilities at two separate locations at Fort Bragg. The Intel Training Facility construction is now complete and is for 15 If of 4-inch PVC and 205 If of 6-inch PVC gravity sewer service to serve one building. The Intel Training Annex project is undergoing a re -design; therefore, the sewer design will need to be revised before it can move forward to permitting and construction. Originally we were requesting to have this permit only serve as the permit for the Intel Training Facility but because the sewer installed for this is a sewer service serving one building which does not require a sewer permit, we would like to formally request to rescind the permit. The permit for Intel Training Facility and Intel Training Annex was for sewer extensions for two separate facilities at two separate locations at Fort Bragg. The Intel Training Facility is under construction and nearly complete. The Intel Training Annex has not gone to construction yet and design revisions are currently underway. We would like to make this permit only for one facility (the Intel Training Facility) and provide the certification documents to close out this permit once construction is complete. Then, we would submit a new permit application for the Intel Training Annex when the design revisions are complete. We understand we may need to submit a permit modification for WQ0039043 prior to certification.
