The proposed Town Common Connector project includes the construction of approximately 2000 linear feet of new greenway
from E 1st Street to E 5th Street, between Reade Street and S Summit Street in downtown Greenville, Pitt County, NC.
Please attach a map of the site indicating project boundaries on the USGS 1:24,000 Topo and/or NRCS Soil Survey.
If you are unable to locate either of these maps, please contact the Regional Office for assistance.

City of Greenville hereby designates and authorizes Kimley-Horn and Associates, Inc. to act in my/our
behalf as my/our agent solely for the purpose of processing Jurisdictional Determinations, Section 404
permits/Section 401 Water Quality Certifications applications, (an d Tar Pamlico Riparian Buffer
Determinations,) and to furnish upon request supplemental information in support of applications, etc.
from this day forward until successful completion of the permitting process or revocation by the owner.
In addition, I, the undersigned, a duly authorized owner of record of the property/properties identified
herein, do authorize representatives of the Wilmington District, U.S. Army Corps of Engineers (Corps)
to enter upon the property herein described for the purpose of conducting on-site investigations and
issuing a determination associated with Waters of the U.S. subject to Federal jurisdiction under Section
404 of the Clean Water Act and/or Section 10 of the Rivers and Harbors Act of 1899.

Stream S1 is a weak, urban perennial stream that originates from a
constructed wetland feature. Stream S1 has steep, rip-rap stabilized banks
with weak sinuosity and a strong presence of baseflow. Small fish, frogs and
algae were observed within stream S1.
