and Wetland Mitigation Bank (USACE Permit # SAW- 2010 - 00142) — A nutrient offset subject ruling was conducted on June
6`h 2013 by Katie Merritt of DWQ. At this time we are requesting a Neuse River Buffer Determination on Kennedy Mill Branch
(upstream of Stevens Mill Rd.), the 'Main Tributary', and the upper portion of UT -5 &UT -7.
Please attach a map of the site indicating project boundaries on the USGS 1:24,000 Topo and /or NRCS Soil Survey.
If you are unable to locate either of these maps, please contact the Regional Office for assistance.

needing a buffer determination for Kennedy Mill Branch (upstream of Stevens Mill Rd.), the 'Main Tributary' and the

Dear Mr. Scarbraugh,
As Katie Merritt has previously discussed with you Restoration Systems is looking to include an additional riparian buffer
area into our Pancho Nutrient and Riparian Buffer Bank Parcel. Please note that this Bank Parcel is in conjuncture with
our Pancho Stream and Wetland Mitigation Bank (USACE Permit # SAW- 2010 - 00142) which was constructed and planted
earlier this year. Attached is the Buffer Applicability Request Form along with 3 figures (NRCS Soil Survey, USGS Figure,
and'As -Built Figure). We are only requesting a buffer applicability determination on UT -7, North of Stevens Mill Road. If
