BRYAN DOBSON JAMES GUNNELLS CHARLIE SHIELDS RAYMOND WATSON FEB 22 2013 I am writing in response to your February 11, 2013 Notice of Violation for the May, 2012 Effluent Fecal Coliform violation experienced at the Town of Scotland Neck Wastewater Treatment Facility. I am providing additional information for your review and consideration. The WWTP is currently utilizing a temporary disinfection process that includes sodium hypochlorite and sodium bisulfate for chlorination and dechlorination. This chemical feed system currently makes use of existing contact time through the filter and post aeration processes. As you may remember, this modification was made as an interim measure due to a failing UV disinfection that had been provided during the last facility upgrade. During the week of May 26, 2012, the Scotland Neck WWTP experienced significant rainfall which contributed to increased periods of flow and adverse operating conditions within the treatment process, significantly reducing the ability to maintain the required disinfection detention times. As a result of these conditions, the facility exceeded the weekly average Fecal Coliform permit limitation, of 400 colonies per 100 milliliters, with an actual weekly average of 439.6 colonies per 100 milliliters. The monthly average permit limitation was compliant for the reporting period. The Town of Scotland Neck has received a grant from the State to construct a chlorine contact chamber to improve the detention times required for disinfection and eliminate the Fecal Coliform permit excursions. Phone: (252) 826-3152 • Fax: (252) 826-2107 • email: scotneck@embargmail.com The contractor building the chlorine contact chamber has furnished one (1) transit time ultrasonic flowmeter and one (1) transmitter for this project. The flow meter is an ultrasonic flowmeter as manufactured by Sono-Trak (Model ST-30). The meter will be able to accurately measure flows of pumped fluid in the range of 100 to 1,500 gpm with an accuracy of +0.5% of actual flow. The town anticipates that the new contact chamber will be completed and operational by February 20, 2013. We expect that the facility will be better equipped to handle high flow events, without fecal coliform exceedance, after the commissioning of the new chlorine contact chamber.
