TATA SECRETARY Z 0; t "0- 6- 3- 2y- The North Carolina Department of Transportation ( NCDOT) proposes to replace a structurally deficient bridge with a two barrel culvert on Sneed Rd (SR 158 1) in Orange County. The project is located off NC 57 near Caldwell. Replacement is necessary in order to reduce future maintenance needs and increase traffic safety. This activity will result in permanent impacts to North Fork Little River. A sill will also be placed in one of the barrels to help maintain low flow, stream width and stream integrity. Because the project is on a dead -end road, an onsite detour will be utilized by constructing a temporary bridge. The NCDOT anticipates that the activity will be authorized under Nationwide Permit (NWP) 14. This application is intended as a request for written authorization from the US Army Corps of Engineers for the Nationwide 14. This package is also being forwarded to the NC Division of Water Quality for authorization as prescribed under General Water Quality Certification #3820. No road widening or additional travel lanes are proposed. The following information is being provided to satisfy conditions of the Nationwide Permit and General Water Quality Certification. P.O. MITIGATION INFORMATION Stream mitigation is anticipated, as the impacts to the individual stream will exceed 150 feet. A mitigation acceptance letter is attached. Wetland mitigation is not anticipated, as wetland impacts do not exceed 0.10 acres and do not occur in a unique natural wetland. Also-included a visual reconnaissance of the A.P.E. Aerial photograph shows there are residences looted within or adjacent to the A.P.E. in all four quadrants. The areas next to the creek are wooded, and the areas farther firomm the creek are residential yards. Topographic map (Rougemont, N.C.) shows the landforms in all four ` quadrants are moderate or steep slopes. Soil survey shows the soils within the A.P.E. are nearly level or level, well - drained soils. There are no previously recorded archaeological sites nearby, and the A.P.E. has not been previously surveyed for archaeological sites.
