I,Michael Pitta,am a Vice President of Products(SE)Pipe Line Corporation(PPL),a Joint Venture of
Kinder Morgan,Inc.,and am authorized to sign on behalf of PPL.Products(SE)Pipe Line
Corporation is involved in the remediation of various sites in North Carolina and as part of those
remediation activities,North Carolina regulations require PPL to submit certain reports and
certifications to the North Carolina Department of Environmental Quality(NCDEQ).
Pursuant to North Carolina regulations,PPL is required to have certain reports and certifications
signed by a responsible official,in the case of a corporation,by a principle executive officer of at
least the level of vice president.The responsible official can designate a duly authorized
representative in writing of which this correspondence satisfies these requirements.
The PPL Project Manager for the remediation of the North Carolina sites is responsible for the
overall operation and compliance of remediation activities.Additionally,Mr.Vince Blout is the
supervisor of the Project Manager.Mr.Blout is also responsible for the overall operation and
compliance of these remediation activities.
I am hereby authorizing the Project Manager and Mr.Blout to be duly authorized representatives
to sign and execute any reports or certifications required for the North Carolina sites.If you have
