Dice CERTIFIED MAIL RETURN RECEIPT REQUESTED 7018 3090 00013857 0859 Mr. James Moore NCDEQ-Regional Office Engineer NC Dept. of Energy, Minerals and Land Resources Mooresville Regional Office 610 East Center Avenue, Suite 301 Mooresville, NC 28115 RE: General Stormwater Permit Monthly Sampling Event (April 2020) Certificate of Coverage No. NCG200513 Dear Mr. Moore: With this submittal, the United Scrap Metal — Charlotte Facility (USM) is providing the April 2020 monthly discharge monitoring report. An updated results table is also enclosed. USM sampled copper and zinc at all Outfalls during April 2020. As of the April 2020 sampling event, Tier Two activities are now required at Outfall 004 after concentrations of copper and zinc exceeded benchmarks for the second sampling event in a row. Monthly monitoring of all parameters is required at all outfalls. Biochar filtration inserts have been installed in drop inlets prior to Outfalls 001 and 002 and are potentially improving results. EnviroSoxx filter "logs" installed at Outfalls 003 and 004 have not yet produced the desired results. USM will continue Tiered SW quality improvement efforts. Should you have any questions or comments, please do not hesitate to contact me at 804-621- 7000 or mobile phone 815-693-5052. Unattended sites may be eligible for a waiver of the rain gauge requirement. "See General Permit text, Table 3 or Table 4, identifying protected receiving water classifications where the more protective TSS benchmark applies. s Stormwater discharges into receiving waters classified as saltwater are subject to the second listed benchmark. Note: Results must be reported in numerical format. For example, do not report Below Detection Limit, BDL, <PQL, Non -detect, ND, or other similar non - numerical format. When results are below the applicable limits, they must be reported in the format, "<XX mg/L", where XX is the numerical value of the detection limit, reporting limit, quantitation limit, etc. in mg/L. Note: If you report a sample value in excess of the benchmark, you must implement Tier 1, Tier Z or Tier 3 responses. See General Permit.
