On March 23-24, 2021, the North Carolina Department of Environmental Quality (DEQ) conducted a compliance audit of the SJAFB National Pollutant Discharge Elimination System (NPDES) Municipal Separate Storm Sewer System (MS4) Permit. The following minimum measures and controls were reviewed: • Program Administration • Illicit Discharge Detection & Elimination • Post -Construction Site Runoff Controls • Pollution Prevention & Good Housekeeping of Municipal Operations • Industrial Facilities • Oil Water Separators • Industrial Site Visits On March 31, 2021, DEQ issued a Notice of Compliance (NOC-2021 -PC-033 1) to SJAFB. The audit identified no significant deficiencies with the specific components of the MS4 permit that were reviewed. Further, the SJAFB NPDES Permit expiration date was extended to September 30, 2021. The Notice of Compliance letter required SJAFB to submit a NPDES MS4 Permit renewal application within thirty (30) calendar days from the date of receipt of the notice. The SJAFB NPDES Permit renewal application was submitted to DEQ on the April 29, 2021. As a result of SJAFB currently being in compliance and the sufficiency of the existing Stormwater Management Plan, SJAFB is not required to provide the supplemental information in Part VI of the NPDES MS4 Permit Renewal Application Form. For your reference, a copy of the MS4 Program Audit Report issued by DEQ is enclosed with this notice. The audit identified no significant deficiencies with the specific components of the MS4 permit that were reviewed. The SJAFB should self -evaluate the permit components that were not reviewed by DEQ for compliance: Public Education and Outreach; Public Involvement and Participation; and Construction Site Runoff Controls. In accordance with Parts V and VI of the NPDES MS4 Permit and DEQ policy, a new 5-year MS4 permit will be issued in response to the audit. As such, SJAFB is required to submit an NPDES MS4 permit renewal application within thirty (30) calendar days from the date of receipt of this notice. The application form can be found on the DEQ stormwater web page, and is also provided to the electronic cc's on this notice for your convenience.
