Sara Sherman with the North Carolina Wildlife Resources Commission (NC WRC),
on behalf of the City of Washington, has submitted the following application for the
upgrading of the existing boating access on Tranters Creek owned by the City of
Washington and leased by NC WRC.
The project site is located at 625 Clarks Neck Road, adjacent the downstream side
of the bridge over Tranters Creek on SR 1565 in the City of Washington in Beaufort
County, North Carolina. The property is owned by the City of Washington and the NC
WRC has a long term lease to operate the site for public boating access to Tranters Creek.
The Division of Coastal Management issued CAMA Major Permit No. 36 -91 to the City of
Washington on 4 March 1991 for the construction of a 2 ramp boating access with fixed
docks and a gravel panting area. To date, all work authorized by the permit has been
completed and the permit expired on 31 December 1994.
Two -14' by 28' boat ramps separated by a 6' by 38' fixed wooden dock provide
access into Tranters Creek. In addition, 2 - 6' by 38' piers including 6' by 20' L -head
platforms abut each boat ramp. The existing water depth at the end of the existing boat
ramps is 6' below the normal water level (NWL). A fringe of Section 404 wooded wetlands
exists on both sides of the existing boat ramps. The existing gravel parking lot provides
parking for 30 vehicles with trailers as well as 2 additional handicap parking spaces. The
site is vegetated with maintained upland grass with the exception of the narrow wetland
fringe adjacent the creek and 2 trees on either side of the handicap parking area.
The project site is bordered on the northern (upstream) side by Clarks Neck Road.
The southern (downstream) side of the property is bordered by an undeveloped wooded
tract.
Tranters Creek is classed C;Sw,NSW by the Environmental Management
Commission and is closed to shellfishing. Tranters Creek is designated as Inland Fishing
Waters by the NC Wildlife Resources Commission. Tranters Creek is approximately 220'
in width at the location of the boat ramp.
Project description
The applicant proposes to renovate the existing Masons Landing Boating Access
Area as follows:
1. The applicant proposes to construct 2 -15' wide by 44' long concrete boat ramps
and an 8' wide by 49' long floating launch pier located between the two ramps. The
replacement ramps will project no further waterward than the existing ramps. The
additional length (16') is a result of cutting back into the shoreline to achieve the desired

14% slope on the new ramps. A 41' long by 6' wide floating pier with a 22' by 8' L -Head
platform will also be constructed on both the upstream and downstream sides of the boat
ramps. The outside floating piers will be protected by Class B dprap with a t4' base width
by 30' length on the north side and 22' length on the south side. Approximately 125 ft2 (45
ft2 on the north side and 80 ft2 on the south side) of the outside floating piers and dprap will
impact the fringe wetland along the creek shoreline. The proposed ramps will be
constructed in the same location as the existing ramps. A concrete apron will extend
approximately 46' landward of the NWL.
2. Approximately 1.4 acres of uplands will be disturbed to renovated and improve
traffic flow in the existing parking area. The applicant proposes to re -grade and asphalt the
existing parking area to create 34 vehicle - trailer spaces and 5 single car spaces with ADA
compliant parking. Although the applicant proposes ±41,443fi2 of impervious surface this
will be a reduction of ±232 ftz in existing impervious surface.
Anticipated impacts
The construction of the boat ramps will result in the filling of ±1,320 fe of creek
bottom. The 3 floating docks will shade ±1,236 fe of Creek bottom. Approximately 125 ftz
of Section 404 wooded wetlands under the U.S. Army Corps of Engineers jurisdiction will
be impacted for the construction of the floating docks and the rip rap stabilization along the
edge of the ramps. Approximately 28% of impervious surface will be within the 30' Public
Trust Shoreline Area of Environmental Concem. Approximately 1.4 acres will be disturbed
during construction of the boat ramp, maneuvering and parking area which includes the
grading of all upland areas. The project will result in localized short-term turbidity from the
construction of the boat ramp, floating dock, fixed docks and groins.

CAMA Narrative May 2013
NCWRC proposes the renovation of the Masons Landing Boating Access
Area in Beaufort County on Tranters Creek. NCWRC operates this site as a
public boating access area under a long -term lease from the City of Washington
and it receives consistent, year -round use by recreational boaters and anglers.
The site currently consists of gravel parking, 3 wood fixed docks, and 2
boat ramps. The ramps are steeper than current design standards and NCWRC
regularly receives comments from users that this condition is a hardship to
launching and recovering boats. Parking and traffic flow are currently well
organized but there are no single -car spaces in the existing parking lot.
The renovation plan includes 2 new concrete ramps, 3 new floating docks,
and construction of asphalt parking lot in the area that is currently gravel parking.
The new parking lot will have 34 vehicle - trailer spaces and 5 single vehicle
spaces as well as adequate ADA parking. The proposed ramps will be sloped at
14% which is the current design standard used by NCWRC for public ramp
facilities. The new floating docks will add to safety and ease of use at the site for
all users, including those with disabilities.
There are 404 - wetlands are present on the site at the shoreline. USACOE
staff visited the site in January 2013 to confirm the shoreline vegetated areas
were wetlands. In order to replace the existing fixed docks with floating docks in
the same location, 125 square feet of 404 - wetlands would be impacted. NCWRC
requests these impacts to benefit the public, increase safety for all users, and
particularly increase ease of use for users with disabilities at the entire range of
expected water levels.
The center floating dock is proposed to be 8' in width. This request is
made to improve safety and ease of use to the public as the center dock will
serve users on both sides simultaneously. Additionally, the wider dock aids users
carrying coolers and other gear out on the dock.
The submerged end of the new boat ramps will end in the same location
as the existing ramps, 30' from the natural shoreline. However, constructing the
new ramps at a less steep grade will result in a "notch" into the shoreline of the
Normal Water Level and the new ramps will measure 44' in length beyond this
new NWL alignment.
This site currently does not have a Stormwater Permit in place. This
project is being proposed as a Stormwater Redevelopment project. Impervious
surfaces will be reduced by 232 square feet. Asphalt parking will reduce the
amount of sediment that can possibly run into the creek. The site currently has
ditches /depressions that are not engineered BMPs but do capture a large
amount of stormwater runoff. Regrading the site will increase the storage
volumes of these features. Plans were submitted to NCDWQ on 3/11/2013 for
review. NCDWQ approved the Stormwater Exemption 4/17/2013 under
stormwater project number SW7130307.
This project has a Tar - Pamlico River Basin 50' Buffer in place. The
existing site conditions include non -water dependent impervious surfaces within
the buffer. The proposed parking lot layout will eliminate non -water dependent
areas within the buffer and create 50' vegetative filters.
Greater than one acre of land will be disturbed to construct the project;
therefore an Erosion and Sediment Control Permit will be needed prior to
construction. NCWRC will submit for this permit more than 30 days before
construction is scheduled to begin.
Ramp construction will involve placing the rock ramp base, consisting of
rip rap and No. 57 stone, in place and then pushing concrete slabs into place
with a bulldozer. The rock ramp base will be constructed using an excavator
from dry ground. The excavator will place and prepare the rock ramp base to a
slope of 14 %. The concrete ramp slabs will be poured on high ground and
pushed into place with a bulldozer after the slabs have cured. Parts of the ramp
above NWL will then be formed and poured in place after the under -water
portions are in place.
As existing water depths are currently adequate at the end of the ramps
location, no dredging is proposed.
NCWRC contacted the City of Washington Planning Department to inquire
on any zoning certificate needs. A City representative provided the existing
zoning, RA -20, and stated that no action was needed and no certificate would be
issued since the land use will remain the same.

There is no stormwater permit in place for this site. Runoff of some areas flows directly down the ramp into the creek. Rainfall
on some areas flows into grassed ditches /depressions and can infiltrate or overflow over grass areas into the creek.

Equipment used for this project will be excavator, bulldozer, backhoe, dumptrucks, and paver. Equipment will be stored on
site.
