Mr. Snider,
In response to the NOV's received on July 1, 2021 regarding non-compliance for the month of
February 2021 I would like to offer the following response.
On 2/15 — 2/16 persistent moderate to heavy rains on saturated grounds caused a surge
influent flow at the plant that exceeded treatment capacity and caused a minor plant upset and
a brief bypass of the secondary clarifiers. On 2-16-21 relevant flow charts along with the 5 Day
Bypass report were sent to DWQ-WSRO (Gary Hudson et al). The subsequent permit violation
was caused by this temporary abnormal condition and was in no way caused by operational
and/or mechanical failure and within 24 hours the WWTP returned to normal operation within
permitted parameters.
Hopefully this will help explain the non -compliances and exhibit our pro-active,stance and
effort to keep all interested parties notified of events that may have public impact in a timely
manner as well as help mitigate any monetary penalties associated with the non -compliances.
All of the information relevant to this event were emailed to DWQ-WSROat the time of
occurrence.
