Thomas Rhodes, Secretary Director June 5, 1987 Mr. Raymond Burnette, Chairman Franklin County Water and Sewer Authority 103 Market Street Louisburg, NC 27549 SUBJECT: Permit No. NC0069311 Authorization to Construct Cedar Creek Regional Wastewater Treatment Facilities EPA Project No. C370515-01 Dear Mr. Burnette: The final plans and specifications for the subject project have been reviewed and found to be satisfactory. Authorization is hereby granted for the construction of new 0.50 MGD extended aeration Cedar Creek regional wastewater treatment plant to consist of an influent lift station with dual 835 GPM submersible pumps and influent flow metering, a package type plant with concentric circular steel tanks in which the inner tank is a settling basin and the outer tank is divided into an aeration basin and aerobic digester, each with a removable air diffuser system with dual 1540 SCFM positive displacement blowers, 16,800 sq. ft. of conventional sludge drying beds, chlorine facilities, cascade post aeration,- approximately 690 linear feet of 8-inch and 16-inch effluent line, associated yard piping, electrical work and appurtenances. Do not procccd with construction until the Authorization -to -Award package, EEO, and MBE documentation/certification have been reviewed, and you are in receipt of our approval if Federal Funding is desired for project construction. Box 27687, Raleigh, North Carolina 27611-7687 Telephone 919-733-7015 An Equal Opportunity Affirmative Action Employer The permittee shall employ an actively State certified wastewater treatment plant operator to be in responsible charge of the wastewater treatment facilities. Such operator must hold a valid State certificate of the grade at least equivalent to the classification assigned to the wastewater treatment facilities by the Certification Commission. When a new chief operator must be obtained to be in responsible charge of the new facilities, it is required that this be done by the time the construction of the facilities is 50% completed. This Authorization -to -Construct is issued in accordance with Part III, Paragraph C of NPDES Permit No. NC0069311 issued May 18, 1987 and shall be subject to revocation unless the wastewater treatment facilities are constructed in accordance with the approved plans, specifications, and supporting documents; and are in compliance with the conditions and limitations specified in Permit No. NC0069311. The permittee shall have an acceptable sludge analysis and a sludge E.P. toxicity analysis which have been approved by the Division of Health Services, Solid Waste Management Branch prior to the disposal of any sludge from the new wastewater treatment plant. Copies of the analyses, supporting documents, and approvals shall be submitted to the Division of Environmental Management's Water Quality Section and the Raleigh Regional Office. You are reminded that it is mandatory for the project to be constructed in accordance with the North Carolina Sedimentation Pollution Control Act and, when applicable, the North Carolina Dam Safety Act. In addition, the specifications must clearly state what the contractors responsibilities shall be in comply with these acts. The selling or free distribution of wet, dried, composted sludge or sludge -like materials from wastewater facilities without prior review and approval by this Division is illegal. One (1) set of final approved plans and specifications is to be forwarded to you, one (1) set to the Environmental Protection Agency (EPA), and two (2) sets to the Corps of Engineers.
