NPDES MS4 Permit No. NCS000584
Dear Ms. Powell:

DENR-LAND QUALITY
5 T ORI"RVATER PERT"ATTING
On July 23, 2020, a compliance audit of the City of Lexington's Municipal Separate Storm
Sewer System Permit was conducted by NC Department of Environmental Quality staff. As a
result of this audit, the City of Lexington was issued a Notice of Deficiency which included a
report detailing the components in which the current Stormwater Management Plan was
deficient. As required by the Notice of Deficiency, the City of Lexington has submitted a self -
audit and a first draft of the Draft Stormwater Management Plan to maintain compliance with the
MS4 Permit.
On June 14, 2021, the City of Lexington was notified that the 2021 permit renewal queue was
full and that the city's permit renewal is scheduled for 2022. Prior to NCDEQ review in January
2022, the City of Lexington will be submitting a second draft of the Stormwater Management
Plan that includes the standard 2021 SWMP Template updates.
It is our understanding that MS4s audited during the July 1, 2020 — June 30, 2021 Reporting
Period are not required to submit an annual report. It is our intent that this letter serves to
acknowledge the exemption this year from submitting an Annual Report.
The City of Lexington understands our responsibility to comply with the Notice of Deficiency
and our duty to maintain compliance with the MS4 Permit.
Sincerely,
ack MacKenzie
Stormwater Administrator
