DANIEL SMITH Director Jeff Theberge, Engineering Manager Cape Fear Public Utility Authority 235 Government Center Drive Wilmington, NC 28403 Subject: NORTH CAROLINA Environmental Quality July 13, 2021 Variance Request Approval Parsons Mill Subdivision (Permit No. WQ0031514) New Hanover County Dear Mr. Theberge: The Division of Water Resources (Division) has reviewed the variance request as submitted on May 25, 2021. The Division will grant the request for the existing gravity sewer lines suspended through three existing interference manholes to resolve intersections with storm drains in accordance with the provisions for alternative designs under 15A NCAC 02T.0105(n): 1. Pursuant to the variance request received on May 25, 2021 from Norris & Turnstall Consulting, Engineers, P.C., on behalf of Cape Fear Public Utility Authority, a variance is granted for the following: a. Approximately 20 linear feet of existing DIP gravity sewer line suspended through existing interference manhole #4, encased in a 16-inch encasement, as shown on plan sheet PRS. b. Approximately 20 linear feet of existing DIP gravity sewer line suspended through existing interference manhole #5, encased in a 16-inch encasement, as shown on plan sheet PRS. c. Approximately 20 linear feet of existing DIP gravity sewer line suspended through existing interference manhole #8, encased in a 16-inch encasement, as shown on plan sheet PR6. The sections of gravity sewer as described above shall be designated as "high -priority sewer" in accordance with 15A NCAC 02T.0402. High -priority sewers shall be inspected by the permittee or its representative at least once every six -months in accordance with the permittee's individual system -wide collection system permit (WQCS00012). Regardless of the variance approval, in the event that the wastewater collection facilities fail to perform satisfactorily, including the creation of nuisance conditions, the Permittee shall take immediate corrective action, including those as may be required by this Division, such as the construction of additional or replacement facilities. All other elements of this project shall be constructed in accordance with all applicable rules and statues including, 15A NCAC 2T; the Division of Water Resources' (Division) Gravity Sewer Minimum Design Criteria adopted February 12, 1996 as applicable; and the Division's Minimum Design Criteria for the Fast -Track Permitting of Pump Stations and Force Mains adopted June 1, 2000 as applicable.
