HomeMy WebLinkAbout20_NCS000442_Storm Sewer SOP_20210708it, Municipal Separate Storm Sewer (MS4) Operation and Maintenance Plan ROCKYMOUNT PUBLIC WORKS THE CENTER OF IT ALL Goals and Objectives: To address and reduce potential pollutants that may enter the city's MS4 and provide necessary maintenance to the city's storm drainage network. Last Update: June 11, 2021 Program Components: 1. Storm Drain Repair and Maintenance 2. Ditches and Detention Pond Maintenance 3. Catch Basin Cleaning 4. Stormwater System Inspection and Maintenance 1. Storm Drain System Repair and Maintenance Purpose: To protect stormwater by replacing or repairing components of the storm drain system on a regular basis to prevent a failure of the storm drain system. • Stormwater system should be inspected for structural integrity, evidence of illicit discharges, and to determine areas prone to fast sediment accumulation or confirmed contamination on a routine basis. + Practice preventive maintenance for cracks, leaks, and other conditions that could cause breakdowns in the system. • Repair defective structures as soon as possible. Dispose of stockpiled materials appropriately. • Document inspections, cleanings, and repairs, and maintain records. • Use appropriate erosion and sediment control practices when performing repairs. • To the maximum extent practical, ensure that water from jetting and flushing inlets and lines is not discharged into the storm system. Use a vac truck to vacuum up flush water downstream while jetting and flushing inlets and lines upstream. • Report any suspected illegal connections or dumping pursuant to the Illicit Discharge SOP. 2. Ditches and Detention Pond Maintenance Purpose: To protect stormwater by inspecting and maintaining ditches and ponds on a regular basis to prevent potential water quality issues. • Inspect ditches for signs of erosion. • Track ditches prone to erosion and set maintenance schedule accordingly. • Do not apply herbicides, pesticides or fertilizers in drainage ditches, roadways, or curbs unless necessary. • If herbicides/pesticides are used, they must be applied in accordance with all environmental regulations, the pesticide label, and under the purview of personnel properly licensed for their use. • Do not disturb creeks, wetlands, or sensitive wildlife habitat areas without a permit from appropriate agency. • Inspect detention ponds regularly to ensure proper functioning annually. Clean and maintain as needed. Report larger maintenance issues to the Engineering Department. • Inspect according to city's Illicit Discharge Detection and Elimination Field Screening Plan 3. CATCH BASIN CLEANING Purpose: To protect stormwater by maintaining the ability of catch basins to trap sediments, organic matter, and litter. This reduces clogging in the storm drain system as well as the transport of sediments and pollutants into receiving waterbodies. • Inspect catch basins for structural integrity and evidence of illicit discharges during cleaning. Forward any potential illicit discharges to the Engineering Department. • If there is gross contamination (sewage or oil), stop cleaning and report to supervisor for follow up. • Test catch basin contamination: o If obviously (by visual and/or olfactory examination) contaminated with sanitary wastewater, animal wastes, oil, gasoline, or other petroleum products, test the solids pursuant to the illicit discharge plan. • Inspect each catch basin during catch basin cleaning. • Create a checklist for catch basins to help classify which catch basins require maintenance and how often. • Perform street sweeping pursuant to the Street Sweeping SOP to reduce the amount of sediment, debris, and organic matter entering the catch basins; this in turn reduces the frequency with which they will need to be cleaned. • Discharge fluids collected during catch basin cleaning to a sanitary sewer or buffered detention area. 4. Stormwater System Inspection and Maintenance Purpose: To protect stormwater by inspecting and maintaining the stormwater system on a regular basis to prevent potential water quality issues. • Stormwater system should be inspected for structural integrity, evidence of illicit discharges, and to determine areas prone to fast sediment accumulation or confirmed contamination on a routine basis. • Stormwater system (including inlets, catch basins, lines, manholes, ditches, outfalls, detention ponds, and permanent SCM's) should be cleaned and maintained as needed or reported. • Report any areas needing attention and schedule repairs ASAP. • Keep records of inspected areas. • Ensure that water from jetting and flushing inlets and lines is not discharged into the storm system to the maximum extent practical. Use a vac truck to vacuum up flush water downstream while jetting and flushing inlets and lines upstream. • Report any suspected illegal connections or dumping pursuant to the Illicit Discharge SOP. Decanting Wastewater from Vac Trucks • Always decant wastewater from vac trucks into the sanitary sewer or buffered detention area. Debris Disposal and Storage • Store debris from cleaning storm drains in an area that has an impervious surface or liner or in a temporary storage area or container. The debris storage area is located at: 3031 Treatment Plant Rd. Rocky Mount, NC 27801 • Always inspect and maintain the debris storage area. Check area for run-on or runoff or debris scattering. • Debris should be removed and taken to the permanent disposal site regularly. • When the buffered detention area reaches 75% capacity it will be removed for disposal. • The permanent disposal site is at: 3873 Old Battleboro Rd. Rocky Mount, NC 27801. If debris is suspected to be contaminated, it should be tested to determine the proper disposal method. Debris disposed of at the permanent disposal site will be in a solid state. Contracts and Contractors • Contracts should include stormwater pollution prevention language. • Ensure that contractors implement proper SCM's to prevent stormwater pollution. Employee Training All applicable employees should be trained in stormwater pollution prevention, including how to recognize and report illegal connections or discharges.
