Stormwater Management drainage maintenance staff record the frequency of street sweeping activities
for downtown streets, thoroughfare (arterial) streets, and residential streets, as well as the curb miles
and tons of debris removed (see page 6 of the MS4 O&M Plan).
A copy of the most recent street sweeping logs for one operator for calendar year 2020 & 2021 to date
are included in this folder for reference. The street sweeping logs include information on the individual
streets swept, number of loads, start and stop of the odometer, number of sweeping hours, and number
of miles swept.
The Town reports street sweeping activities annually to NCDEMLR as part of the required annual report
submitted electronically through the BIMS SWMPA portal. Street sweeping activities are also included in
the annual reporting metrics of the Town's SWMP (see page 55, Table 12 — BMPs for Pollution Prevention
& Good Housekeeping for Municipal Operations), and reported to Public Works administrative staff in
support of the following performance measure to evaluate the effectiveness of the program:

Also included in the folder is the FY18 Street Sweeping Analysis spreadsheet. The goal of this analysis was
to understand how often staff meet targets for sweeping residential, downtown, and thoroughfare
(arterial) streets. Using the Daily Logs, staff input each time a street was swept based on how the streets
were classified in the Daily Logs. This spreadsheet does not audit how many lane miles were swept, nor
does it reflect weather events or equipment/staffing issues that impact when the crews can sweep the
streets. The tab "Workbook_ Notes" explains how the conditional formatting works for the other tabs.
Using these data, staff concluded that the crews are frequently sweeping streets beyond the target. This
is particularly true for Downtown streets, which have a high pollutant load potential.
The development of the spreadsheet was labor intensive, so the Town is evaluating other ways to capture
the data for analysis.
