This information on the pollutant, toluene, was not available when the January 16th memo reopening Newton's NPDES permit was distrib- uted. Newton has recently submitted updated pretreatment data for toluene inputs to its facility from a major SIU. After review of this data, it has been determined that the NPDES permit should be reopened, pursuant to Part III Condition E of the subject permit, for the addition of an effluent limit for toluene as indicated on the attached approval form.
