4a. Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application:*
Land use in the floodplain is hay and pollinator habitat for honey bees. The riparian area is mostly grass and low growing herbaceous vegetation, with bare soil on vertical banks along
the entire reach. The project reach appears to be a Rosgen Type C3, with severe lateral migration of the channel, predominately with cobble substrate where the stream is not
inundated with silt. The Coweeta Creek reach is unstable, in Stage III of the channel evolution process. Lateral migration is occurring along the streambanks leading to active bank
erosion. Streambank erosion is occurring at a rate of about 40 cubic feet per linear foot of stream (24,000 cubic feet total) per year within the project reach. The majority of streambank
erosion is occurring on the North bank of Coweeta Creek with a small amount of erosion on the outside of the meander bend on the South bank of the creek. Overall, throughout the
project reach, there is a severe lack of woody riparian vegetation and severe bank erosion leading to excess sediment in the stream substrate within the project reach and downstream.
The riparian buffer lacks adequate woody vegetation to dissipate flood flow velocities and provide wildlife habitat. There is minimal large woody debris and in -stream habitat features for
aquatic wildlife including nesting habitat and refugia for Eastern Hellbenders.

The purpose of this project is to stabilize severely eroded streambanks and enhance habitat for Eastern Hellbenders.
4i. Describe the overall project in detail, including indirect impacts and the type of equipment to be used:*
A boulder J-hook will be installed at the upstream end of the project to direct flows off of the bank and into the center of the channel and two more will be installed in the outside
meander bend on the North side of the creek downstream. Vertical banks will be graded and a bankfull bench will be installed along the project reach to provide flood prone area during
high flows. In high energy area in the outside of meander bends on the North side of the creek, brush toes will be installed to provide additional support to bank stability. On the outside
of the meander bend on the South side of the creek, a stone toe will be installed. Erosion control matting will be installed along the graded banks. Woody vegetation will be established
from water's edge to the top of the slope behind the bench. Additionally, six nest rock clusters and twelve cover rocks for Eastern Hellbenders will be installed in runs a glides. All areas
disturbed through construction activities will be stabilized during construction.

Structures were chosen based on their proven ability in other projects to correct bank erosion and channel dimension. The design cross-section is
based on a stable section of the same river upstream within the same watershed. The design only addresses river bank with eAsting erosion issues
Woody vegetation installation is required for long term stability and habitat improvement.

Equipment wdll work from the top of the bank for the length of the project as much as possible. During boulder placement for the upstream end of the
J-hooks the excavator may have to partially enter the river depending on size of equipment, but that will be kept to a minimum. Boulders Will be on site
to divert flow when installing in -stream structures. Seeding, mulching, and erosion control matting installation will take place as the project moves
downstream.

Coweeta Creek on this property is severely laterally migrating into a
hay field on the outside of two meanders. Boulder J-hooks in
conjunction with Toe Wood are planned to be installed to stop the
erosion. Temporary vegetation will be installed to stabilize post -
construction and permanent woody vegetation will be established
along the creek for long term stability, shade, and wildlife habitat.
Also, hellbender nesting rocks will be placed in the creek since this is
a local species of concern.

A preliminary literature search revealed a high potential for CR's.
A cultural resources survey of the planned APE included both visual and subsurface investigations of high
potential areas expected to be disturbed by the planned assistance. The streambanks inside the APE provided
great visibility for inspection. Both visual reconnaissance and subsurface shovel tests were negative for CR's.
This side of Coweeta Cr shows significant stream laid silty soils. No evidence of cultural resources was
discovered. There is very low potential for NRCS planned activities to impact cultural resources at this location.
Recommendations:
Continue with planned assistance. Should any prehistoric or historic cultural resource(s) or human remains be
uncovered during assisted activities, all work must cease in the area of the discovery, steps should then be taken
to secure and preserve the discovery, and the Cultural Resources Specialist should be contacted ASAP.

Purpose of trip: Streambank and shoreline protection, riparian forest buffer, and stream
habitat improvement and management (EQIP).

A preliminary literature search revealed a high potential for CR's.
A cultural resources survey of the planned APE included both visual and subsurface investigations of high
potential areas expected to be disturbed by the planned assistance. The streambanks inside the APE provided
great visibility for inspection. Both visual reconnaissance and subsurface shovel tests were negative for CR's.
This side of Coweeta Cr shows significant stream laid silty soils. No evidence of cultural resources was
discovered. There is very low potential for NRCS planned activities to impact cultural resources at this location.
Recommendations:
Continue with planned assistance. Should any prehistoric or historic cultural resource(s) or human remains be
uncovered during assisted activities, all work must cease in the area of the discovery, steps should then be taken
to secure and preserve the discovery, and the Cultural Resources Specialist should be contacted ASAP.
