Box 69 Monroe, NC 28111 Subject: NORTH CAROLINA Environmental Quality 6/30/2021 Pretreatment Review of Industrial User Pretreatment Permit - Additional Information Required Program: City of Monroe WWTP: City of Monroe WWTP - NPDES #: NC0024333 Union County Dear Mr. Ketchum: The Municipal Unit of the Division of Water Resources has reviewed the Industrial User Pretreatment Permit (IUP) submitted by the City of Monroe for the following Significant Industrial Users (Sills). The IUPs were received by the Division on May 28, 2021. SIU # SIU NAME CM-35 NC BioGas, LLC CM-28 Pilgrim's Pride Corporation CM-33 Glenmark Pharmaceuticals, Inc. USA CM-14 Atrium Health - Union The review indicates that more information and/or corrections are needed to determine if the IUP meets the minimum requirements of 15A NCAC 2H .0905, .0916, and .0917 and 40 CFR 403.8(f)(1)(iii). In order for the Division to complete its review of the IUP, you are required to submit the following information for each SIU by July 30, 2021: All IUPs: • Please continue using the HWA_AT spreadsheet that was approved in May 2015 until the Division reviews and approves the updated HWA submitted in June 2020. We regret the delay in providing the review. NC BioGas IUP: • A copy of the full permit; • A copy of the City's most recent inspection of the SIU; • And, a copy of the Industrial User application. Glenmark Pharmaceuticals: • Remove air stripping from IUP, Part I Section C treatment units. Therefore, as allowed by 15A NCAC 2H .0917 (g), the Division's thirty -day comment period will be suspended until the additional information is received, and at that time the full 30-day comment period will recommence. You are encouraged to notify the affected industries of the extension of the Division's comment period. This action may include revising, updating or adding to the list of Significant Industrial Users (SIU's). Federal and State pretreatment regulations require the local delegated pretreatment program to effectively control and document the discharge of wastewater from Significant/Categorical Industrial Users to the POTW. It is the POTW's responsibility to ensure that these objectives are consistently met.
