WBS # 17BP.1.R.9 The North Carolina Department of Transportation is requesting the issuance of a NW 3 permit and corresponding DWQ certification for the replacement of Low Impact Bridge # 42 in Dare County. The bridge is located on SR 1 123 (Burnside Rd) approximately 1.3 miles west of the intersection of US 64 and SR 1123. The bridge spans an Unnamed Canal /Tributary to the Roanoke Sound. The Roanoke Sound is classified by DWQ as class "SA, HQW" waters. Bridge # 42 is currently a wooden structure with a concrete deck that is 18 ft. long by 28 ft. wide. This structure will be removed using NCDOT's guidelines for bridge demolition and removal. The proposed bridge will be replaced on its existing alignment. An off - site detour will be established and the road closed during construction. The new bridge structure will be 50' in length by 28' wide and built with precast cored slab concrete deck, end bents, and steel piles. Jurisdictional wetland and surface water impacts have been avoided to the maximum extent practicable. The resulting jurisdictional surface water impacts are 40 sq. feet (0.0009acres) of permanent fill, resulting from rip -rap bank stabilization. There is no wetland impact associated with this bridge replacement project. This bridge is following the Low Impact Bridge Process established by FHWA, NCDOT and Regulatory Agencies. The power line will be replaced by directional drilling method due to conflict with the proposed bridge construction. • The Century Link buried phone line under Canal to Croatan Sound along the east side of SR 1123 in Dare County will be abandoned. The cable will be replaced by directional drill method due to conflict with the proposed bridge construction. • The Charter TV cable attached to Dominion Power poles over the Canal to Croatan Sound along the east side of SR 1123 in Dare County will be removed due to conflict with the proposed bridge construction. The cable will be replaced by directional drilling method due to conflict with the proposed bridge construction. • The 6" DI Dare County Water over Canal to Croatan Sound along the west side of SR 1123 in Dare County will be abandoned. The water line will be replaced by directional drilling method due to conflict with the proposed bridge construction. Proposed Utilities: ® Dominion Power will remove their poles at -L- Sta. 11 +75 Rt. and -L- Sta. 13 +35 Rt., along with the attached aerial line and install new facilities by directional drill method, under Canal to Croatan Sound along the east side of the SR 1123 inside the new NCDOT right of way. A minimum depth will be maintained between the bore and flow bed so no sediment migrates into the stream. They will install new cable along the east side of SR 1123 inside the new NCDOT right of way and under Canal to Croatan Sound by directional drill method. A minimum depth will be maintained between the bore and flow bed so no sediment migrates into the stream. • Charter Communications will abandon its cables that are attached to the existing Dominion Power poles that are being removed. Charter will install new cable along the east side of SR 1123 'inside the new NCDOT right of way and under Canal to Croatan Sound by directional drill method. A minimum depth will be maintained between the bore and flow bed so no sediment migrates into the stream. • Dare County Water will abandon its 6" DI water line that currently is aerial over the Canal to Croatan Sound by means of a pier system. A new 8" HDPE water line will be installed inside the new NCDOT right of way, along the west side of SR 1123, by directional drill method. A minimum depth will be maintained between the bore and flow bed so no sediment migrates into the stream.
