On June 15, 2007, the Wetlands/401 Unit of the Division of Water Quality received a request from Jay
Keller regarding a project known as "Cedar Ridge" for acceptance into the Express Review Program.
This letter advises you that your project will be accepted into the Express Review Program once the
following items are received:
1) The application fee of $3,000.00 [for 401 Water Quality Certification and Riparian Buffer
Authorization], made payable to the North Carolina Division of Water Quality;
2) Five (5) complete and collated copies of the PCN Application;
3) One (1) completed copy of the Addendum to the PCN Application;
4) Five (5) copies of all site plan information pertaining to this project (please refer to the Addendum

5) Three (3) copies of the stormwater management plan (if applicable) and all required information
(refer to http://h2o.enr.state.nc.us/ncwetlands/documents/Exp Rev SWIVIA.pdf). Please review
the stormwater management requirements of the General Water Quality Certification that you are
requesting.
Please explicitly mark all correspondence and transmittal sheets as "EXPRESS REVIEW" to
ensure delivery to the Express Review Staff. Details of the Express Review Program requirements can
be found at: http://h2o.enr.state.nc.us/ncwetlands/express review.htm.
Due to staff scheduling conflicts, the 401 application will be accepted no sooner than June 25, 2007.
Please keep in mind that the clock for this project will not start until receipt of the completed application
package and required fee are received. If the impacts are greater than indicated on the Initial Interest
Form and/or the services are different, you may be required to remit an additional fee.
