The site is located southwest of the intersection of Moss Street and South Main Street in Waco, Cleveland County, North Carolina. The site contains wooded land and fields. Structures are not located on the site. The site is being developed with a solar farm. ECS completed a wetland delineation on the site in January 2012. Mr. Steve Kichefski with the U.S. Army Corps of Engineers (USACE) verified the delineation and issued a Jurisdictional Determination on July 13, 2012. To access the site, a perennial stream will be impacted by a proposed road. The proposed road crossing will impact 67 linear feet of stream channel. Of the 67 linear feet of stream impacts, 54 linear feet of the stream channel will be permanently impacted by a culvert and assoicated rip -rap. Thirteen linear feet of stream channel will be temporarily impacted by a check dam /sandbags. Mitigation is not proposed due to permanent stream impacts being below 150 linear feet. For your records and on behalf of Waco Farm, LLC, I am submitting a courtesy copy of the permit application and associated exhibits that provide details pertaining to the projectrimpacts. It is our understanding that a 401 Water Quality Certification and/or Buffer Authorization are not required by the NCDWQ provided that the conditions comply with Water Quality Certification Number 3890. Avoidance and Minimization 1a. Specifically describe measures taken to avoid or minimize the proposed impacts in designing project. Because of the proposed use of the site as a solar farm, a road must be constructed to provide access to the site. The road will permanently impact 54 linear feet of stream and temporarily impact 13 linear feet of stream.The stream impact was designed to occur in an area where the stream channel is relatively straight. The solar array and necessary infrastructure (overhead/underground voltage lines, inverters, etc) has been designed to avoid impacts to Jurisdictional streams, wetlands and ponds. There is approximately 0.85 acres of wetlands and approximately 5,195 feet of stream channel on the site. The wetlands and remaining 5,141 linear feet of stream channel are being avioded. 1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques. The clearing limits will be staked and silt fence will be used. A temporary coffer dam will be installed upgradient of the proposed culvert. During construction, water will be pumped around the construction footprint. Appropriate stream bank protection will be provied in the channel during construction and all excess excavated material will be immediately removed from the stream bank crossing area. Upon completion of the culvert installation, the temporary sand bag coffer dams will be removed and flow will be diverted through the culvert. As part of a previous environmental study of the site, ECS submitted letters to the U.S. Fish and Wildlife Service and the North Carolina Natural Heritage Program. According to a February 10, 2012 letter from the N.C. Natural Heritage Program, the Natural Heritage Program has no records of rare species, significant natural communities, significant heritage areas or conservation/managed area at the project site nor within a mile of the project area. According to a February 29, 2012 letter from the U.S. Fish and Wildlife Service, no federally listed species or their habitats occur on the subject site. Copies of the U.S. Fish and Wildlife Service and N.C. Natural Heritage Program letters are included as attachments. S. Essential Fish Habitat (Corps Requirement) 6a. As part of a previous environmental study, ECS submitted an environmental review request letter to SHPO. According to a March 5, 2012 letter from the SHPO, a comprehensive archaeological study is recommended prior to earth moving activities. A detailed archaeological reconnaissance of the proposed site was conducted by Mr. Alan May, Curator of Anthropology for the Schiele Museum of Natural History in Gastonia, North Carolina. According to a June 29, 2012 letter from the SHPO, the SHPO concurs with the archaeological assessment of the site is of the opinion that no further archaeological investigations are necessary or warranted. Copies of the letters from the SHPO are inccuded as attachments. We have reviewed the SHPO Map (http://gis.nedcr.gov/hpowebn for the site (attached). According to the SHPO Map, there are no structures located on the site that could be considered for historical preservation status. ECS personnel have visited and walked the site in conjunction with an environmental assessment. We have not observed artifacts on the site.
