Everything is fine with this permit, and it is slated to be renewed on July I when the new permit is issued. The COC is also currently active, but our database is not reflecting the accurate status. NCG03 was renewed ("as -is") for a short time (through Jun 30) at the expiration date because we were behind on the revisions to NCG030000, but then we had a problem with that "short -renewal" in our permitting database that our IT is still trying to get fixed. Several COCs under the permits being renewed look like they are expired because of this. We are hopeful it will be resolved this week! Please check again on Thursday or Friday and let me know if it's still expired. I had a quick follow-up to this question I need help with. I am reviewing the documentation requirements for the six -step process for elDIVIRs and when I ran the Owner Verification Report for a facility I work with, the Permit Status is listed as expired even though they currently have coverage under NCG030026. We submit semiannual stormwater monitoring reports for the facility. There are no outstanding invoices listed in the Stormwater Permit Summary Report. Is the Permit Status listed as Expired because the permit was set to expire on 5/31/21 but the new permit has not been issued yet? Thanks for your help! Jennifer H. Please exercise caution with links and attachments. Hi, Jennifer, That COC renewal request link was for COCs issued at the 2018 renewal. It still works, but it only provides a copy of the previous COC. We should probably take it down to avoid confusion with the upcoming renewal. We will automatically renew coverage for all COCs whose permit fees are up to date, and we will send out communication about that as the renewal date for the General Permit gets closer. We are on track to renew the GP on time, so please check our website in a couple months for the draft General Permit that goes out to Public Notice. Your understanding about conditions going into effect immediately but having six months to update the SPPP is correct — that is typically what the permits allow, and I don't think we'll change that. I left you a voicemail yesterday but realize that you are working remotely— so I'm reaching out by email. I just had a couple questions on the timeline/process for the renewal of the General Permit NCG03. Based on the DEMLR website NPIDES Industrial Program page, I understand that the Certificate of Coverage for facilities will be renewed automatically for permitted facilities, as long as annual fees are up to date. However, I see a COC renewal form under the Stormwater General Permits NCG030000 section. I just wanted to clarify the process — if a request form is required for this upcoming renewal. Also, is a draft of the new General Permit NCG03 expected to be issued prior to the 5/31/21 expiration date? Will COCs be issued on 5/31/2021 ? Based on the current General Permit, it is my understanding that once the Certificate of Coverage for the General Permit is issued, all requirements, conditions, limitations, and controls contained in the permit become effective immediately, except for new required elements of the Stormwater Pollution Prevention Plan (SPPP). The facility has 6 months to update the SPPP and implement the new elements. I'm just trying to confirm I understand the process/timeline for a couple facilities we work with that have COCs under NCG03. Thanks so much! Jennifer H.
