Wayne County Ranger Brandon Hill and Water Quality Forester Aaron Levine recently
had the opportunity to visit an inactive clear -cut harvest you were overseeing on the
property of Graylon Aycock in Wayne County. This property is located off the south
side of NC -222, about 3.6 miles west of Fremont.
The timber harvest area was cut be two different loggers. The first logger, Lee Basden,
did not utilize a chipper during logging. The second logger, Gerald Kornegay, did utilize
a chipper during logging. Using a chipper allowed for approximately half or less logging
debris left onsite. However, all the harvested areas can be replanted without additional
site preparation. Most of the site conditions appeared to be in compliance with Forest

Practice Guidelines (FPG's) and the Neuse Buffer Rules. However, NCFS staff did find
one location where there is non - compliance with FPG's and the Neuse Buffer Rules.
Non - Compliance Issues
FPG Violations
This location includes the entire run of an intermittent blue -line stream (see attached
map). The stream is identified on -site with blue flagging placed along the entire stream
course, to its confluence with the Great Swamp. The operator of a wheeled harvesting
machine drove in Zone 1 and across the stream to harvest all the trees within the
Strearnside Management Zone (SMZ) on both sides of the stream. This is a violation
of FPG 15A NCAC 011.020 1.
The harvesting operation exposed soil on both stream banks and through most of Zone 1.
This will lead to an elevated chance that erosion and sediments could move downstream.
Also, excessive amounts of logging debris are in and over the stream along its entire
course and are serving to impede stream -flow. "Phis is a violation of FP(-T' 15A NCAC
011 .0202.
Buffer Violation
All the trees were harvested up to the streams edge along this streams entire run to the
Great Swamp. This is considered to be in non - compliance under the Neuse Buffer Rules.
Harvesting of high value trees in Zone 1 (0 -30 feet) of the Neuse Buffer is permitted as
long as no tracked or wheeled equipment enters this area. Tracked or wheeled equipment
is allowed in Zone 2 (30 -50 feet) as long a ground cover is maintained and no erosion or
sediments impact Zone 1 and streams.
Recommendations
FPG Violations
Clean out the sediment and logging debris from the stream channel with a
backhoe or other means that will minimize damage to the remaining intact stream
banks during the cleaning process.
r Apply seed (100lbs/ac tall fescue + 40lbs /ac grain rye) and mulch (100 bales /ac
grain straw) to all bare soil within 50 feet from stream banks. This step is critical
to the success of the repair.
➢ After seeding and mulching, hand plant loblolly pine seedlings 30 feet from both
sides of the stream (Zone 1) on a staggered, 10'x10' spacing.
The recommendations that we provide for correcting violations are known to be
successful when implemented, however, they cannot be guaranteed to work every time.
Buffer Violation
We are turning this violation over to DWQ for possible enforcement. Clear- cutting in
Zone 1 of subject blue -line streams i5 not permitted. Make sure that you rc- establish
ground vegetation and trees in the buffer to avoid future degradation to the stream
from accelerated erosion and sedimentation. You will want to give Martin Richmond
with DWQ a call (919- 791 -4250) before beginning site rehabilitation work to make
sure they do not have any additional rehab requirements.

beginning any future harvesting operations in District 5 of the North Carolina Forest
