Staff has reviewed the application for the applicability of the Stormwater Management rules to this project Based on our review, you do not appear to be proposing development activities on this site at this point in time that would be subject to the stormwater requirements as provided for in 15A NCAC 2H.1000. However, be advised that other regulations will potentially apply to your proposed activities. In accordance with 15A NCAC 26.0231 and Division policy, new or continued ditching activities after March 1,1999, may be a violation of state wetland standards. !Violation of tiiase standards may result in r the assessment of cMi penalties and other requirements to bring the project into compliance without additional wetlands impacts. In addition to the wetland standards, if your protect disturbs one acre or more and has a int source discharge of stormwater runoff, then it is also subject to the National Pollutant Discharge Elimination System rNPDES) stormwater discharge requirements. You are required to have an NPDES permit for stormwater discharge from projects meeting these criteria. Any temporary built -upon area associated with the construction of the project must be removed within 30 days of completing the project, or when it is no longer needed, whichever occurs first. If at any time in the future, development of any part of this site is planned, as defined in NCAC 21-1.1000, or you do not develop the project in'the manner indicated in the application,. you must apply for and receive a Stormwater Management Permit prior to construction. Fisher, NC. Through various studies it has been determined that the existing drinking water system is currently experiencing water quality issues. This water system was constructed in two parts: an older cast iron piping system from the 1950's and a newer PVC water system from the late 1970's. Seymour Johnson Air Force Base has decided to abandon in place the cast iron piping system and replace it with new PVC water mains and services. This project includes the installation of approximately 4,700 linear feet of new water main and 3,375 linear feet of new water services for the existing buildings. No new built upon area is proposed as part of this project. All new waterlines will be installed and the surface will be restored to that of existing conditions. Asphalt and concrete pavement will be installed to replace that removed in parking areas, drive aisles, and sidewalks. All areas in open space will be seeded upon completion of waterline installation. Sediment and Erosion Control Measures All erosion control practices for the site have been designed in accordance with the requirements of the NCDENR Sediment and Erosion Control Design Manual. To help control sediment laden runoff from leaving the project area, silt fence will installed on the downside of all waterline trenches. In addition, all nearby storm drainage inlets will receive inlet protection to further protect the existing storm drainage network and downstream surface waters. As the proposed waterline is being installed, previous areas of installed waterline will be restored to that of existing conditions. It is the intent of this project to not have more than 1 acre of land disturbance at any one time. It is anticipated that this number should be much less.
