Sullins, Director Division of Water Quality June 18, 2007 DWQ Project # 06-0888, Ver. 2 Johnston County CERTIFIED MAIL: RETURN RECEIPT REQUESTED Mr. Will Moore TWM Properties, LLC 808 Parkridge Drive Clayton, NC 27527 Subject Property: Holts Lake West Subdivision Holts Lake (Black Creek) [030404, 27-45-(14), C, NSW] REQUEST FOR MORE INFORMATION Dear Mr. Moore: On May 7, 2007, the Division of Water Quality (DWQ) received your application dated Apri125, 2007, to fill or otherwise impact 0.1854 acres of 404/wetland, and 0.3929 acres of open waters (pond), and 0.00 square feet of Zone 1 Neuse River basin protected riparian buffers and 0.00 square feet of Zone 2 Neuse River basin protected riparian buffers to construct a residential subdivision. The DWQ has determined that your application was incomplete and/or provided inaccurate information as discussed below. The DWQ will require additional information in order to process your application to impact protected wetlands and/or streams on the subject property. Therefore, unless we receive five copies of the additional information requested below, we will have to move toward denial of your application as required by 15A NCAC 2H .0506 and will place this project on hold as incomplete until we receive this additional information. Please provide the following information so that we may continue to review your project. Additional Information Requested: 1. The wetland impact labeled as "Site 2" on the plans does not appear to be necessary. Please eliminate the wetland impact or provide additional information as to why it is necessary for this project. It appears that the lot is buildable without the wetland impact on Lot 49. 2. This Office believes that lots labeled on the plans as " 39" and "40" can be moved or reconfigured to avoid the impacts to the wetland next to the pond. Please revise the plans to avoid the impacts. 3. Drainage ditches: Please number the drainage ditches on the Site Plan and Overall Subdivision Layout Sheet (SP- 1). It is very difficult for the DWQ to match the calculations with the appropriate drainage ditch. Please provide clearly labeled cross-sectional details of each of the proposed drainage ditches as well as velocity calculations. In order to discharge to the wetlands, anon-erosive velocity of less than 2.0 feet per second during the 10-year, 24-hour storm must be established. Please clearly label each set of calculations so that the DWQ can easily match the calculations with the ditch to which they apply. 4. Diffuse flow to riparian buffers: Please show how diffuse flow has been established to riparian buffers on this project. Per 15A NCAC 2B .0233, concentrated flow from the road, driveways and rooftops must be converted to diffuse flow before it is allowed to discharge through the riparian buffer. If one or more level spreaders is proposed, please provide a DWQ Level Spreader Worksheet (available on the 401 web site) for each one as well as all of the Required Items listed in the worksheet. Please submit this information within 30 calendar days of the date of this letter. If we do not receive this requested information within 30 calendar days of the date of this letter, your project will be withdrawn and you will need to reapply with a new application and a new fee. This letter only addresses the application review and does not authorize any impacts to wetlands, waters or protected buffers. Please be aware that any impacts requested within your application are not authorized (at this time) by the DWQ.
