Applicant is not requesting modification of the facility or increasing flow at this time.
A rating sheet is not attached as no modifications were made to this facility during the previous permit
cycle.
A review of compliance data did not reveal any significant or repetitive violations.
Based on the last NPDES Compliance Inspection, there are no outstanding repairs or modifications of
the treatment works necessary at this time.
No special conditions, limitations, or monitoring is suggested at this time.
Based on the above infoiniation, the Fayetteville Regional Office recommends reissuance in keeping
with the current basin wide strategy.

Comments
• Facility was clean and neat at the time of the inspection.
Records and logbooks were reviewed and appeared to be well kept.
The Division of Water Quality would like to make the following suggestions in order to maintain or
improve the operation at the WWTP:
1. Please consider installing an automatic step -bar screen. This type of screen can remove smaller
pieces of debris better than the current bar screen. This would further improve water quality by preventing
pieces of plastic, rags, bubble gum wrappers, and associated debris from passing through the WWTP and
being discharged into the receiving stream. By removing these items at the headworks of the plant it should
prevent the pumps from becoming clogged with debris. Another advantage of this system is that it cleans
itself as needed versus the current system of -hand cleaning when an operator is on shift.
2. Another item the town needs to consider is the installation of a second clarifier. The current clarifier is
performing its job, however, it is aging and will need some maintenance work done in the future. It would
benefit the town to a have a second clarifier in operation to minimize any disruptions in the WWTP and
possibly prevent NPDES limit violations.
3. The drying bed retaining wall is starting to become brittle and crack due to its age and normal wear and
tear. Please consider repairing this wall in the near future to possibly avoid more costly repairs at a later
date. If this wall were to fail during a sludge application event it would allow sludge to spill out onto the
ground possibly making its way to water of the state causing an illegal discharge. Repair costs and clean
up cost to the spill would greatly out weigh the cost of a preventive maintenance job.

Comment: The manual bar screen is removing large debris from the waste stream
adequately however the WWTP would benefit greatly from an automatic barscreen.
The automatic screens would be more efficient because they can remove smaller
particles from the waste stream 24 hrs a day where as a manual screen is only cleaned
a few times a day by hand.
