They do want to keep their Tiered permit status. © Facility is planning a rehab/upgrade project as stated in ATCO21504A02 that was issued on January 7, 2014 e A rating sheet is not attached as no modifications were made to this facility during the previous permit cycle. © A review of compliance data did not reveal any significant or repetitive violations. • Based on the last NPDES Compliance Inspection, there are no outstanding repairs or modifications of the treatment works necessary at this time. Although the regional office has asked that the digester be evaluated by a professional engineer for structural integrity. • No special conditions, limitations, or monitoring is suggested at this time. • Based on the above information, the Fayetteville Regional Office recommends reissuance in keeping with the current basin wide strategy. Box 1228 Biscoe, NC 27209 SUBJECT: February 4, 2014 Compliance Evaluation Inspection Town of Biscoe Biscoe WWTP Permit No: NC0021504 Montgomery County Dear Mr. Lockhardt: Enclosed please find a copy of the Compliance Evaluation Inspection form from the inspection conducted on February 4, 2014. The Compliance Evaluation Inspection was conducted by Mark Brantley, Environmental Senior Specialist, of the Fayetteville Regional Office. The facility was found to be in Compliance with permit NC0021504. As a reminder, preservation of the Waters of the State can only be achieved through consistent NPDES Permit compliance. Comments o Facility was clean and neat in appearance at the time the inspection. © Maintenance records, ORC log books, and laboratory records were in good order. • Please be reminded that the annual report for the Town of Biscoe's WWTP and collection system is due 60 days after the end of the calendar year or the end of the fiscal year. The Town of Biscoe has been doing the report on a calendar year basis. The ORC stated that the chlorine contact chamber had about 3 feet of sludge in it. He then explained the difficulties in cleaning due to the recent wet weather and the town's current inability to hold flow back in order to clean the structure. The Division of Water Resources recommends that sludge levels in the contact chamber be no more than 12 inches. Sludge build up in the contact chamber can reduce the chlorine contact time which could result in possible fecal violations. O The effluent sampler needs a thermometer in the sample storage area. The thermometer should be immersed in a liquid and be able to be compared to a certified NIST thermometer. Or a disposable NIST certified thermometer can be yearly. This crack is allowing wastewater to seep out of the tank. Please have a Professional Engineer evaluate and certify structural integrity of the digester. If any repairs are needed to be made please do so to avoid major structural damage to the digester. ® Electronic DMR submittal was discussed with staff. o The need for a possible pretreatment program was discussed with staff. This program may be needed depending on the loading rates from a new yogurt facility that may locate in town. Please begin to look in the requirements of a pretreatment program to learn what this program entails. Also this type of industry has the potential to cause the WWTP to generate more sludge. Please begin to plan on how the WWTP would handle an increase in sludge production. This is why the digester needs to be inspected for structural integrity. o Just as a reminder, please remember to perform all laboratory calibration curves and temperature corrections on an annual basis. o Please complete and update the enclosed ORC/Back-up ORC designation form.
