David Asbill reported the violation was due to excessive rains raising
the level in the lagoon to the point that it was high enough that it
backflowed back into the the chlorine contact chamber. David checked
with his lab regarding the results that had increased from 0.6-17 in a
matter of two weeks and this was during the rain event when he noted
that the lagoon was full and flowing over the weir and back into the
plant. The lab manager said that they had new help and it was possible
of an error. He had enough sample left to rerun the test to make sure
of the high results.
