This blanket variance request is approved in accordance with the provisions for alternative designs under 15A NCAC 02T.0105(n) and is subject to the following conditions: • Manholes which must be located within the 100-foot radius of existing wells due to existing conditions shall be constructed in accordance with the approved Special Provisions, attached to and hereby incorporated into this variance approval by reference. Any changes to the Special Provisions approved herein must be reviewed by the Division prior to implementation. • The minimum separation for any portion of the sewer system shall not be less than 25 feet from a private well or 50 feet from a public well. All other appurtenances shall be located outside of the 100-foot radius of wells. [15A NCAC 02T.0305(g)(2)] • Where the gravity sewer line does not meet separation requirements for private wells; materials, testing methods, and acceptability standards meeting water main standards (15A NCAC 18C) shall be specified, per 15A NCAC 02T.0305(g). Please note that projects which do not meet all applicable sewer related rules and minimum design criteria must be permitted by the Division in accordance with 15A NCAC 02T.0306(a), including projects to which this blanket variance approval applies. Regardless of the variance approval, in the event that the wastewater collection facilities fail to perform satisfactorily, including the creation of nuisance conditions, the Permittee shall take immediate corrective action, including those as may be required by this Division, such as the construction of additional or replacement facilities. Included are various installation and product options to meet State of North Carolina 15A NCAC 2T rules. The Engineer shall obtain approval/notifications as required by the Division of Water resources prior to installation. This includes submittal of a Variance/Alternate Design Request, VADC 10-14 Form, to be completed by Engineer. 2 . Section 1.02 —State of North Carolina Division of Water Resources Requirements Manhole structure requirements shall meet the State of North Carolina 15A NCAC 2T Regulations covered in the Minimum Design Criteria for the Permitting of Gravity Sewer, Adopted by the Division of Water Quality on February 12, 1996, Updated to 15A NCAC 2T Regulations on March 2008, under Gravity Sewer Minimum Design Criteria. Specifically, subsection VI. PROTECTION OF POTABLE WATER SUPPLIES AND STORM SEWERS, B. Relation to Water Supply Sources. 1. A distance of 100 feet shall be maintained between any private or public water supply source, including any WS-I waters or Class I or Class II impounded reservoirs used as a source of drinking water. If this minimum separation cannot be maintained, ferrous sewer pipe with joints equivalent to public water supply design standards and pressure tested to 150 psi to assure watertightness, shall be used. The minimum separation shall however not be less than 25 feet from a private well or 50 feet from a public water supply well. 27 43 4-7 Section 1.03 —Submittals The CONTRACTOR shall submit proposed manhole structure and materials to be installed meeting requirements herein to be approved by Engineer. Section 1.04 — Test Requirements A. Manhole Leakage Testing: Manholes shall be tested by plugging the inlet and outlet pipes with airtight plugs and using the following procedure: B. Vacuum Air: Manhole vacuum air testing shall be performed in accordance with ASTM C- 1244. All manholes installed on the project to be tested. Manholes that fail the test shall be repaired as specified or as approved by the Engineer and retested until they pass C. Engineer shall witness testing. Fiberglass manholes shall be provided by LFM manufacturing or approved equal. B. Fiberglass manholes shall meet the requirements of ASTM Standard D3753. C. Installation of fiberglass manhole shall meet requirements of detail included. Including: a. manhole lid to be watertight-Camlock with gasket b. Fiberglass manhole shall be tested to 10-inches Hg for vacuum and 5 psi for pressure. c. Sika Swell S-2 or equal shall be applied at any gaps/joints where the manhole ring is installed. d. A spray coating, Ravens Lining or equal, shall be applied to all bare brick and mortar surfaces. WTFM SPECIAL PROVISIONS FOR MANHOLE INSTALLED WITHIN POTABLE WATER SUPPLY AREA Section 2.02 — Polymer Concrete Manholes A. Polymer Concrete Manholes shall be manufactured by Armorock LLC or approved equal. B. Provide polymer concrete manhole sections, monolithic base sections and related components referencing to ASTM C 478. ASTM C 478 material and manufacturing is allowed compositional and dimensional differences required by a polymer concrete product. Polymer concrete manhole bottom sections shall be furnished with flexible watertight boots for pipe connections. C. Provide base riser section with monolithic floors, unless shown otherwise. D. Provide riser sections joined with bell and spigot / ship -lap design seamed with butyl mastic and or rubber gaskets (ASTM C 990) so that on assembly, manhole base, riser and top section make a continuous and uniform watertight manhole structure. All exterior joints (including base and riser sections) shall be sealed with one 6-inch wide 91 (minimum) exterior butyl rubber joint sealant membrane centered on the joint. The tape shall be capable of sealing manhole joints against groundwater infiltration. The installation of the joint sealant membrane shall be in conformance with the recommendations of the manufacturer. 99 103 E. Construct riser sections for polymer concrete manholes from standard polymer concrete manhole sections of the diameter indicated on drawings. Use various lengths of polymer concrete manhole sections in combination to provide correct height with the fewest joints. F. Design wall sections for depth and loading conditions with wall thickness as designed by 905 polymer concrete manufacturer. _J 9.08 109 120 125 G. Provide tops to support AASHTO HS-20 or HL-93 or vehicle loading or loads as required. Watertight frames and covers shall be utilized, the watertight seal between frame and cover shall be accomplished by means of a rubber gasket. Watertight frames and covers shall be Dewey Brothers RCR 2010W, Vulcan VM 1383, U.S. Foundry or approved equal. Frame shall be set with four (4) quarter turn locks and water-resistant secondary o-ring gaskets. H. Installation of polymer concrete manholes shall be installed in accordance with manufacture's recommendations. I. All materials needed for grouting and patching will be a polyester mortar compound provided by the manufacturer or an approved equal by the manufacturer J. All manholes shall be free of visible leakage. Each manhole shall be tested for leaks and inspected in accordance with Section 1.04 of this document, and all leaks shall be repaired in a manner subject to the ENGINEER's approval. Charlotte Water - For Manholes Installed Within Potable Water Supply Area SP Part 4-4 SPECIAL PROVISIONS SPECIAL PROVISIONS FOR MANHOLE INSTALLED WITHIN POTABLE WATER SUPPLY AREA 2 r Section 2.03 —Concrete Manholes with Watertight Epoxy Liner A. Concrete Manholes with Watertight Epoxy Liner shall meet Charlotte Water's standard specifications for materials and installation of standard concrete manholes with the addition of a watertight epoxy liner as stated herein. B. Contractor shall provide polymer epoxy lining system that provides a watertight seal and that is designed for protection against hydrogen sulfide corrosion. C. Acceptable manufactures and linings include Raven Lining Systems - Products: Raven 405 epoxy coating system, Carboline - Products: Plastie 5371, Sauereisen, Inc. - Products: Sewergard Glaze 210GL, or approved equal. D. Application shall be in accordance with manufacturer's instructions and SSPC-SP 13/NACE 6. E. Minimum liner coating thickness shall have a final thickness of 125 mils. F. Finished coating shall be tested in accordance with ASTM D4787 to locate holidays for repair. A minimum of 100 volts per mil of coating thickness shall be used to detect holidays. All holidays and defects shall be repaired according to manufacture instructions. G. All manholes shall be free of visible leakage. Each manhole shall be tested for leaks and inspected in accordance with Section 1.04 of this document, and all leaks shall be repaired in a manner subject to the ENGINEER's approval. H. Manhole base sections shall be cast monolithically or have a waterstop cast in the cold joint between the walls and the base slab. Manholes pre -cast bottom sections shall be furnished with flexible watertight boots for pipe connections. No doghouse or precast straddle manhole designs shall will be utilized or accepted. J. Joints shall be sealed with rubber gaskets in accordance with ASTM C443 or with butyl rubber sealants conforming to Federal Specification SS-S210A and AASHTO M-198, Type B. All exterior joints (including base and riser sections) shall be sealed with one 6-inch wide (minimum) exterior butyl rubber joint sealant membrane centered on the joint. The tape shall be capable of sealing manhole joints against groundwater infiltration. The installation of the joint sealant membrane shall be in conformance with the recommendations of the manufacturer. K. Watertight frames and covers shall be utilized, the watertight seal between frame and cover shall be accomplished by means of a rubber gasket. Watertight frames and covers shall be Dewey Brothers RCR 2010W, Vulcan VM 1383, U.S. Foundry or approved equal. Frame shall be set with four (4) quarter turn locks and water-resistant secondary o-ring gaskets.
