This letter is in response to the North Carolina Department of
Environmental Quality (NCDEQ) memorandum dated 18 February 2021,
titled "Notice of Post -Construction Requirements for Department of
Defense NPDES MS4 Permittees". This memorandum states, Department of
Defense MS4s that do not already review, approve, and enforce post -
construction permit applications within their own jurisdictions are
required to develop and implement a post -construction program by
01 October 2023.
Marine Corps Base Camp Lejeune (MCB CAMLEJ) has initiated
discussions internally and with NCDEQ regarding alternatives for
implementation of its post -construction Stormwater program. MCB
CAMLEJ intends to notify NCDEQ of its selected alternative for post -
construction program implementation by the 31 December 2021 deadline
indicated in the 18 February 2021 mPmnrAnr1iim
MCB CAMLEJ is currently in the process of updating :its Stormwater
Management Plan to include the following:
a. Select the post -construction program(s) to implement and
notify NCDEQ of the selection by 31 December 2021.
b. Establish a local authority to review, approve, and
enforce the selected post -construction program by 1 October 2022.
C. Staff the post -construction program and/or execute
appropriate implementation contracts, agreements, etc. by 1 October
2022.
