Inspection Summary:
Site visit conducted in response to submittal of Rescission Request Form to rescind facility's coverage under the NPDES
NCG060000 Stormwater General Permit. The reason for rescission request is noted on the form as: "The facility no longer
stores grains in a grain pile. In addition, the facility holds grains long enough for acquisition by a buyer, therefore its primary
activity is that of a wholesale facility, SIC 5153." Coverage under the NCG060000 permit was initially required of the previous
facility owner (Southeastern Grain Company) due to poor site management with respect to exposed grains in and around the
open storage pile, which generated complaints regarding odor and runoff. The initial Notice of Intent application for permit
coverage listed the SIC Code for the facility as 4221 (Farm Product Warehousing & Storage). Current facility owner has
removed all exposed grains from the site and will no longer utilize the grain storage pile area. Facility will continue to receive
and store grains in country elevator silos prior to purchase by a buyer. This activity has been confirmed to fall under SIC
Code 5153, which is not covered by the Division's Stormwater General Permits. Based on this information as well as the site
conditions observed during the site visit conducted on May 21, 2021, regional office staff have no objections to rescission of
permit coverage.
