The purpose of this letter is to notify you of the completion of stream buffer restoration
activities associated with the previously authorized removal of unstable fill material and
replacement with stable fill material at the above referenced project site. The project site,
a stream buffer adjacent to an existing retail center, is located on the south side of Shiloh
Crossing Road east of Highway 54 in Morrisville, Wake County, North Carolina in the
Neuse River Basin.
Project History
Unstable fill material was placed in a portion of the riparian buffer prior to the effective
date of the buffer rules. The removal and replacement of existing fill material was
considered an exempt activity, as discussed and approved in a February 12, 2010 meeting
between Mr. Kevin Martin of S &EC, Ms. Amy Chapman, Ms. Cyndi Karoli, and Mr. Ian
McMillan of the NC Division of Water Quality (DWQ).
A Buffer Restoration Plan was prepared by Soil & Environmental Consultants, PA
(S &EC) and Priest, Craven & Associates, Inc. (PCA). This plan was approved by DWQ,
and was included as part of the approved construction plan set by PCA. The Buffer
Restoration Plan is attached, for reference.
Description of Fill Replacement and Buffer Restoration
The S.T. Wooten Corporation conducted construction activities at the site, including fill
removal and replacement within the stream buffer. S &EC performed construction
observation at least weekly during construction. Following grading activities in the
vicinity of the stream buffer, the area was stabilized with temporary and permanent

herbaceous vegetation. The Zone 1 riparian buffer was planted with woody vegetation in
February 2013, and the Zone 2 riparian buffer remains vegetated with grass. Diffuse flow
has been maintained within the riparian buffer.
Project Completion Reporting
S &EC has performed two post - planting walk - through inspections of the restored stream
buffer. No, specific monitoring requirement was included in the Buffer Restoration Plan
which was approved by DWQ. Since no buffer restoration credit was requested for this
activity and no permit/approval was required, we believe a somewhat less robust
monitoring requirement than that required for a mitigation site selling credits is
reasonable for this site. If DWQ requires monitoring for this site, we suggest annual,
qualitative monitoring with annual submittal of a brief descriptive letter report and
photographs of the restored buffer area.
Based on our site observations to date it is our opinion that the stream buffer
restoration at the project site was performed in general accordance with the
activities described in the Buffer Restoration Plan.
Limitations
Our evaluations, conclusions, and restoration recommendations are based on project and
site information available to us at the time of this report and may require modification if
there are any changes in the project or site conditions, or if additional data about the
project or site becomes available in the future. This report is intended for use by Shiloh
Morrisville LLC and DWQ on this project. These findings are not intended or
recommended to be suitable for reuse on extensions of the project or on any other project.
Reuse on extensions of this project or on any other project shall be done only after
written verification or adaptation by SOIL & ENVIRONMENTAL CONSULTANTS,
PA, for the specific purpose intended.

Buffer Restoration Plan

Soil & Environmental Consultants, PA (S &EC), has been engaged by Shiloh Morrisville, LLC to
prepare a Buffer Restoration Plan for the above referenced site. The purpose of this Buffer Restoration
Plan is to provide information regarding the revegetation of the riparian buffer following the
replacement of the unstable fill material.
Site Description
The project site, a stream buffer adjacent to an existing retail center, is located on the south side of
Shiloh Crossing Road east of Highway 54 in Morrisville, Wake County, North Carolina. A vicinity
map is provided on Sheet 1 of the attached Construction Drawings.
Project History
Based on comparison of aerial photos of the project area, it appears that unstable fill material was
placed in a portion of the riparian buffer prior to the effective date of the buffer rules. The removal and
replacement of existing fill material will be considered an exempt activity, as discussed and approved
in a February 12, 2010 meeting between Mr. Kevin Martin of S &EC, Ms. Amy Chapman, Ms. Cyndi
Karoli, and Mr. Ian McMillan of the NC Division of Water Quality (DWQ).
Conditions which will be adhered to during fill replacement include a slope grade of 3H:1 V (or less),
the revegetation of the Zone 1 riparian buffer with woody vegetation, the revegetation of the Zone 2
riparian buffer with grass, and the continued maintenance of diffuse flow within the riparian buffer.
Note: All necessary 4011404 approvals and buffer authorizations have been previously
obtained for the entire project site, and are currently valid through at least August of 2011.

Proposed Fill Replacement and Buffer Restoration
In order to provide a more stable fill slope and create optimal growing conditions for the proposed re-
vegetation efforts, the existing fill material on the southern slope of the stream will be removed. The
fill being removed is not structurally stable and contains debris including tires, concrete, pipe, asphalt,
etc. Fill material replacement will include approximately 11,718 square feet (0.269 acres) of Zone 1
riparian buffer and 12,659 square feet (0.291 acres) of Zone 2 riparian buffer. Specific locations of
proposed fill replacement (and subsequent restoration) within riparian buffer areas are shown on Sheet
2 of the attached Construction Drawings. A plan view and cross - section of the proposed fill
replacement including the existing grade and proposed grade has been provided by Priest, Craven &
Associates, Inc. (see Attachment 1 and 2).
Areas of fill replacement within the 30 -foot wide Zone 1 riparian buffer adjacent to the stream will be
planted with a mix of native tree and shrub species. Buffer areas within Zone 1 will be planted with
randomly intermixed bare root seedlings. We propose planting to be performed on 8 -foot centers (680
stems per acre). Species selection of plants to be installed throughout the Zone 1 buffer restoration
area was based on a survey of the native vegetation within the existing wooded stream buffer area in
the immediate vicinity of the site. Species may require substitutions depending on availability of plant
material. Any required substitutions will be habitat - suitable species native to Wake County, NC and
will be approved by S &EC prior to any installation. In order to achieve the highest survivability, bare
root seedlings will be planted between mid - January and mid -April. Planting details, a planting layout,
and tree and shrub species lists are provided on Sheet 3 of the Construction Drawings. Transplants may
be utilized where available on site and where deemed appropriate by S &EC.
Areas of fill replacement within the outer 20 -foot wide Zone 2 riparian buffer will be seeded with a
temporary and permanent stabilization seed mix. In order to establish a permanent, year -round
vegetative cover, S &EC recommends establishing a mixture of grass types to accommodate seasonal
climate changes as well as other environmental factors that vary by time and space (i.e. full sun/shade
conditions, soil variability, etc), including the following grass varieties and seeding rates:
Tall fescue: Tall fescue grass is a common cool season grass grown across the North Carolina
Piedmont. Tall fescue performs well during the fall, winter and spring months of the year,
becoming dormant during the hottest summer months. In order to ensure drought and disease
resistance, S &EC recommends that a tall fescue variety such as Titan Ltd. (or similar variety)
by used in the seed mix. The Titan Ltd. Variety uses rhizomes to spread into bare spots and
endophytes (fungal organisms) that act in conjunction with the grass to repel some insects and
diseases. Titan Ltd. should be seeded in the late summer /early fall at a rate of 6 lb /1000ft2.
Hard fescue: Hard fescue is another subspecies of fescue grass and also a cool season grass.
Hard fescue is a very hardy species and performs well even in heavily shaded and cold
conditions. Hard fescue is also the only type of fescue that is salt tolerant. S &EC recommends
that a hard fescue variety such as Predator be used in the seed mix. Similar to Titan Ltd. tall
fescue, the Predator variety uses endophytes for insect and disease resistance. Predator hard
fescue should be seeded in the late summer /early fall at a rate of 1 lb /1000ft2.
Common Bermudagrass: Common bermudagrass is a warm season perennial grass that

performs well in hot, full sun conditions and has excellent drought tolerance. Unhulled
bermudagrass seed should be mixed and planted with the cool season grass blend in the late
summer /fall. Unhulled seed should be used to delay bermudagrass germination until the
springtime. S &EC recommends seeding bermudagrass at a rate of 2 lb /1000ft2.
Bahia grass: Bahia grass is a warm season perennial grass that performs well in hot, full sun
conditions. Pensacola and Tifton 9 are two varieties of bahia grass that could be used in the
seed mixture. Like bermudagrass, unhulled bahia seed should be used in the summer /fall
application to delay germination until the springtime. S &EC recommends a bahia seeding rate
of 1 lb /1000ft2.
Switch grass: Switch grass is a warm season perennial grass native to the Southeastern United
States. Switch grass is a heat, drought and disease tolerant grass that grows in a variety of soil
conditions. Blackwell and Alamo are two varieties of switch grass that are well suited to the
Southeast. S &EC recommends that switch grass be seeded at a rate of 0.2 lb /1000ft2.
Once the southern slope of Zone 2 has been re- constructed with suitable fill soils and prior to seeding
the proposed grass mixture, S &EC will collect several soil samples within the area for soil fertility
laboratory analysis. The soil fertility results will be complied and used to make soil amendment
recommendations (i.e. addition of lime, fertilizer and/or organic matter) in a follow -up agronomic
report. These soil amendments may be necessary in order to create optimal growing conditions for the
proposed grass seed mixture.
Temporary Seeding Operations
Temporary seeding measures (brown top millet, rye grass, or the most appropriate erosion control
grass as dictated by the season) will be applied to areas disturbed during fill replacement operations to
allow for localized stabilization while permanent species establish themselves.
Project Completion Reporting
S &EC will perform a walk - through inspection of the completed project work to ensure that the
restoration was completed in accordance with our design intent. We will notify DWQ upon the
completion of restoration activities and again when woody vegetation planting is complete.
Future Monitoring & Maintenance
Once riparian buffer restoration has been completed, site monitoring will be performed if required by
DWQ. If site monitoring is required, a brief monitoring plan will be submitted for approval to DWQ.
