On March 6, 2013, Scott Stone of Environmental & Soil Service, Inc. submitted Pre- Construction
Notification (PCN) forms to the Division of Water Quality (DWQ) Express Review program. Your
application has been accepted into the 401 Express Review Program and is currently undergoing
the 401 review process in accordance with NCAC 2H .0500.
This letter only addresses the application acceptance into Express Review and does not
authorize any impacts to wetlands, waters or protected buffers. Please be aware that any
impacts requested within your application are not authorized (at this time) by the DWQ.
