Please reference the Individual Permit dated 412412012 issued to Piedmont Natural Gas
Company, Inc. to construct approximately 120 miles of 20 -inch diameter natural gas pipeline
and two compressor stations between Wadesboro and Wilmington, North Carolina involving the
permanent discharge of fill material into 2,197 linear feet of non - stream tributaries and 0.41
acre of wetlands and the temporary discharge of dredged material into 4,357 linear feet of
streams, 7,684 linear feet of non - stream tributaries, and 174.05 acres of wetlands including the
permanent conversion of 69.05 acres of forested or scrub /shrub wetlands to herbaceous
wetlands. A previous permit modification dated 612512012 authorizes an additional temporary
discharge of dredged material into 46.16 acres of wetlands, 863 linear feet of streams, and 209
linear feet of non - stream tributaries. A second permit modification dated 912012012 authorizes
an additional temporary discharge of dredged material into 80 linear feet of streams and 3.064
acres of wetlands, including the permanent conversion of 1.223 acres of forested or scrub /shrub
wetlands to herbaceous wetlands, for a 16,300 linear feet pipeline re -route within the Mid -
Atlantic Logistics Center property, a planned industrial park located adjacent to U.S. Highway
74176 (Andrew Jackson Highway) in Brunswick County, and through a separate adjoining parcel
in order to tie back into the original pipeline route. A third permit modification dated 1012512012
authorizes an additional temporary discharge of dredged material into 95 linear feet (0.01 acre)
of non - stream tributaries, in order to access a previously established Temporary Work Space
(TWS) located on the east side of Mt. Misery Road in Leland, Brunswick County. A fourth permit
modification dated 112812013 authorizes 1) an additional temporary discharge of dredged
material into 61 linear feet (0.01 acre) of non - stream tributaries, in order to install a culvert
within a jurisdictional tributary (JDD37.3A) associated with construction of a permanent access
road to a permanent laydown yard at the Lumberton Compressor Station site, and 2) changes to
the Approved Restoration Profile of JDD 42.1 in order to accommodate the landowner at Storms
Farm in Bladen County
On 211312013, S &ME, on behalf of Piedmont Natural Gas Company, Inc., requested a fifth
modification to the above referenced permit. The proposed revision entails an extension of the
Sutton Pipeline Project at the existing Progress Energy Sutton Plant Site. The proposed pipeline
extension is designed to 1) facilitate insertion of an in -line inspection device (ILID), a device that
physically travels through the pipeline, continuously taking measurements and recording data
that allow the pipeline to be assessed in terms of its structural integrity and to identify areas
that require further inspection, assessment, and potential repair or remediation, 2) temporarily
"park" gas from the Sutton pipeline in an existing 12 -inch PNG pipeline (Line E2) in order to
properly test and commission the Wadesboro and Lumberton compressor stations before the
Sutton Plant begins accepting gas at the end of 2013, and 3) give PNG the flexibility of replacing
some of the gas which would otherwise be supplied to the Wilmington network through Line E2
from PNG's Virginia source, where it is obtained at a higher cost.
Because gas is released from the ILID receiving equipment during normal inspection operations,
Progress Energy expressed concern regarding these potentially combustible gas releases in
relation to the original location of the ILID site and that of new high voltage transmission power
line and the turbines at the power plant facilities. As a result, PNG requests to relocate both the
proposed ILID receiver for the new Sutton Pipeline and the existing launchers and receivers at
PNG's Wilmington interconnect site on Sutton Power Plant property to an adjacent property
northeast of the power plant. Co- locating the launchers, receivers, and associated equipment
that vent gas during these operations assures power plant operating personnel that the gas
released during normal operations is vented away from the power generating equipment at the
plant, and that PNG personnel would not have to enter the new Sutton Power Plant secure area
to access these facilities.
The proposed extension would impact one wetland (WJC), part of the Cape Fear River swamp
forest, located on the Progress Energy property. The wetland would be impacted both for
construction of the pipeline (WJC.1) and to provide a temporary stringing area (WJC.2) for pipe
associated with a horizontal directional drill (HDD) beneath an existing railroad line along the
route. The pipeline extension is proposed to be installed via traditional trenching methods, with
the corridor through wetlands conforming to the same corridor widths as in previously permitted
sections. The extension would require temporary impacts to 1.57 acres of Wetland WJC. Of
these impacts, 0.34 acre would be permanently converted from forested to herbaceous wetland,
while the remaining 1.23 acres would be allowed to return to a forested state following
construction.
If authorized, the revised total project would result in the permanent discharge of fill material
into 2,155 linear feet of non - stream tributaries and 0.41 acre of wetlands and the temporary
discharge of dredged material into 5,051 linear feet of streams, 7,773 linear feet of non - stream
tributaries, and 217.61 acres of wetlands including the permanent conversion of 69.08 acres of
forested or scrub /shrub wetlands to herbaceous wetlands.
Please see the attached pdf for the permittee's proposal, including more detailed description of
project purpose and need and avoidance and minimization.
All temporary impacts to wetlands and other Waters of the US would be restored in accordance
with the project's approved Restoration Plan. The permittee proposes to compensate for the
permanent conversion of 0.34 acre of forested to herbaceous wetland by purchasing riparian
wetland credits in the Lower Cape Fear River Basin (03030005) at a 1:1 ratio from the North
Carolina Ecosystem Enhancement Program (NCEEP).
The permittee submitted a Protected Species Assessment and Cultural Resources Investigation
of the proposed project corridor, referenced in my request for comments regarding PNG's 4th
Permit Modification Request, sent via email on 1211812012, in order to address Threatened and
Endangered species and Historic and Archeological Resource concerns, respectively. The
permittee determined that the project will have No Effect on the 12 federally protected plant and
animal species listed in Brunswick County. Further, the permittee included in their 1211812012
modification request a letter from the North Carolina Department of Cultural Resources dated
121312012 stating that the project modification will not have an effect on any historic structures.
The current permit modification proposal would primarily occur on Progress Energy Property, one
of the property owners notified during the original Public Notice Period. However, a small
segment of the project would be located on an adjoining parcel (PID 803200- 002 -001 -011)
owned by New Hanover County, an owner not included in the original Public Notice Period. As
such, the New Hanover County Manager is included in this correspondence. Otherwise, given a
lack of applicable comments received during the original Public Notice period and the temporary
nature of the proposed additional impacts, I will not place this project back on a formal Public
Notice. However, I am requesting feedback from the included agencies regarding the project
modification.

expanded purpose and need and potential secondary and cumulative impacts, within 2 weeks
