Forsyth WS implements WSWP program in Winston Salem, Walkertown, and Forsyth County (except those
municipalities that administer program themselves).
The Forsyth Winston-Salem and Walkertown ordinances contain the majority of the Water Supply Watershed Protection
(WSWP) program information, but Walkertown attorney letter contains additional guidance. Please provide digital copy

Salem Lake watershed offers low and high density, density averaging, and 5/70. Other watersheds offer low density and
5/70.
WSWP position(s) are budgeted as reoccurring. Please share digital versions Org chart(s) and position responsibilities if
available? ANSWER: PAUL, PLEASE REFERENCE THE ATTACHED TWO ORG CHARTS — ONE IS AN
OVERVIEW OF THE ENTIRE DEPARTMENT AND THE OTHER IS A DIVISION -SPECIFIC CHART. IN
ADDITION, I HAVE ENCLOSED MATT'S WORK PLAN FOR FY 2020-2021, WHICH INCLUDES A WORK
GOAL OF ADMINISTRATING THE CITY/COUNTY/TOWN OF WALKERTOWN WATERSHED SUPPLY
PROTECTION ORDINANCE. THIS WORK PLAN IS ATTACHED TO MATT'S ANNUAL JOB EVALUATION.
Standard Operating Procedures were mentioned in the beginning of the audit. Please provide digital copy or link to
SOPS for processes related to WSWP program? ANSWER: '. IE CITY DOES NOT HAVE WRITTEN,
FORMALIZED SOPs TO MEMORIALIZE PROGRAMMATIC FLOW -PROCESS FUNCTIONS. STAFF HAS
BEEN TRAINED `ON-THE-JOB' FROM THE INCUMBENT STAFF MEMBER REGARDING THE
ADMINISTRATION OF THE CITY'S WATERSHED SUPPLY PROTECTION ORDINANCE. STAFF
REFERENCED SOPs AT THE BEGINNING OF THE AUDIT TO INQUIRE THE LEVEL OF DETAIL THAT
THE STATE AUDITOR WAS ASSESSING OUR PROGRAM.
All WSWP permits are geolocated with detailed information (inspections, enforcements issued, etc.) on each. Are Salem
LAKE Stormwater Control Measures associated with high density developments included in this geodatabase?

(AFTER THE AUDIT) THAT HAS SALEM LAKE SCMs MAPPED IN STORMWATER'S GEODATABASE.
JAMAL IS CREATING AN OVERVIEW MAP (WITH CORRESPONDING SCM LIST) FOR YOUR
REFERENCE — THIS MAP WILL BE SENT UPON COMPLETION. INSPECTION REPORTS AND
PICTURES, ISSUED ENFORCEMENT ACTIONS AND VIOLATIONS, ETC. ARE HOUSED IN AN EXCEL
SPREADSHEET AND YEARLY MASTER FILE THAT CATALOGS ALL PERTINENT SCM INFORMATION.
THIS SPREADSHEET RUNS CONCURRENTLY, SO STAFF CAN COMPARE ANNUAL PROGRESSION OF
COMPLIANCE ITEMS AND SCM CONDITION.
All post construction permits are logged in notebook. Beginning in 2008, these permits are entered in geodatabase. Is
Forsyth WS investigating putting non WSWP post construction permits in WSWP geodatabase or separate geodatabase?
ANSWER: JAMAL CLARK, STORMWATER OPERATIONS SUPERVISOR, FOUND A POINT FILE (AFTER
THE AUDIT) THAT HAS ALL PRE-2008 SCMs MAPPED IN STORMWATER'S GEODATABASE.
STORMWATER STAFF INSPECTS THESE PRE-2008 SCMs; THESE SCMs ARE IN THE SAME POINT FILE
AS SALEM LAKE SCMs, BUT CAN BE QUERIED AND VIEWED BY RESULTS. JAMAL IS CREATING AN
OVERVIEW MAP (WITH CORRESPONDING SCM LIST) FOR YOUR REFERENCE — THIS MAP WILL BE
SENT UPON COMPLETION. PLEASE NOTE: ALL POST-2008 SCM INFORMATION, WHICH HAVE BEEN
PERMITTED, RESIDE IN A SEPARATE EXCEL SPREADSHEET AND MAINTAINED BY JOE FOGARTY,
STORMWATER ENGINEER.
WSWP permit system has flagging mechanism to show if proposed project is in WSWP area. If proposed project is not
compliant, applicant must submit request to city or county zoning board of adjustments.
Regular applications are handled by WSWP program, but variance application requests must go to either Forsyth or
Winston Salem Board or Adjustments.
ForsythWS will investigate improving variance submittal requirements, so that it includes specific amount of increased
BUA. ANSWER: PLEASE REFERENCE THE ATTACHED EMAIL THREAD BETWEEN MATT AND THE
INSPECTIONS DEPUTY DIRECTOR, CHRIS MURPHY. AS PER THE EMAIL, MATT WILL REVIEW
WATERSHED VARIANCE APPLICATIONS AS A SHORT-TERM SOLUTION OF TRACKING BUA. CHRIS
AND MATT WILL WORK ON A VIABLE, PERMANENT SOLUTION, ONCE THE PLANNING DEPARTMENT
HAS COMPLETED SOME UPCOMING PERSONNEL CHANGES. THE REQUESTED, ADDITIONAL
INFORMATION THAT THE CITY WILL REQUIRE 1) EXISTING BUA ON THE PARCEL 2) THE INCREASED
BUA THAT THE APPLICANT REQUESTS 3) THE TOTAL PARCEL BUA (AND EXPRESSED AS A
PERCENTAGE).

presence of council resolution. Sorry, I do not remember meaning of this note. Please explain that NCGS 143-214.5 (d2)
(6) The property or portions of the properties that are not being developed will remain in a vegetated or natural state
and will be managed by a homeowners' association as common area, conveyed to a local government as a park or
greenway, or placed under a permanent conservation or farmland preservation easement unless it can be demonstrated
that the local government can ensure long-term compliance through deed restrictions and an electronic permitting
mechanism. A metes and bounds description of the areas to remain vegetated and limits on use shall be recorded on the
subdivision plat, in homeowners' covenants, and on individual deed and shall be irrevocable.
After NOV issued, entity has 10 days to respond and 90 days to correct deficiency
