I think it would be reasonable for you to be able to get the CO from Holly Springs for this project if you can provide two items: 1. A written summary of the status of the stormwater devices and the items left to be completed. 2. A commitment to complete these items prior to a reasonable target date (for example, the planting season for the two unplanted wet detention ponds and the completion of the spill clean -up for the remaining pond.) Please convey this information to me at the address below and copy the reviewer you have been working with at the Town of Holly Springs. The contractor has completed 2 of the 3 SMP ponds completely except for the wetlands plants which according to the plant supplier can't be planted this time of year. The third pond is complete structurally but hasn't been converted from a sediment pond because of a surface oil spill from a machine at the site (as well as inclement weather since the surface spill was cleaned up). The question we have is this: Can we get a conditional approval that will allow the Town of Holly Springs to issue a CO so that the tenants can begin to move in as the contractor finishes the last pond? The stormwater facilities are already fully bonded from what I understand. I have attached the most recent 401 permit and if you have questions about details on the stormwater please contact Bill Derks at McAdams at 632 0570 cell or 361 -5000 as he is most knowledgable on the stormwater at the site. The Phase 1 — Section 1 portion of the project which is nearly completed is served by three stormwater management facilities. Due to weather constraints and a fuel spill clean -up required because of a discharge from some construction equipment the ponds have not been fully converted from temporary erosion control facilities to final stormwater wetland ponds. The status of the three facilities is as follows: Stormwater Management Facility #1. -Pond has been fine graded, stabilized and certified to the Town. - Wetland plantings have not been installed. -A bond is posted with the Town to cover the plantings and any other clean -up items that persist.
