Project Summary: The applicant wishes to construct a 6 -slip docking facility for private /community use in the Neuse River, Pamlico County. Field Investigation Report: Joseph Tarlton, et al. Page 2 9. Narrative Description: The property is located in the Kennels Beach community, near Grantsboro, at 171 Live Oak Road (SR 1114), Pamlico County. This community parcel is developed with multiple docks that support 11 boat slips, a bulkhead, and a boat ramp. The lot is 3.1 acres and is adjacent to the Neuse River. Both of the adjacent lots are privately owned and are developed with single - family residential dwellings, bulkheads, and docks. The elevation of the high ground of the parcel is about +4' above the normal water level (nwl). Vegetation on the lot mainly consists of lawn grasses. There are no Coastal Wetlands on this property. This lot has approximately 541' of continuous shoreline along the Neuse River. Immediate offshore water depths adjacent to the lot range from 2' to —4' nwl. The subaqueous substrate is firm with shell. There is not a cultural resource in the nearby vicinity of the project area. This waterbody is approximately 3.8 miles across at this location. These waters are not classified as a Primary Nursery Area and there is not any submerged aquatic vegetation present. This area is closed to shellfish harvest and is classified as SB; Sw, Nutrient Sensitive Waters. The defined Federal Channel in this area is approximately 2.9 miles southwest of this project site. This project area is subject to the Neuse River Riparian Buffer Rules. 10. Proposed Development: The applicant wishes to construct a six -slip private /community docking facility adjacent to the Neuse River, near Grantsboro. The proposed development will take place at 171 Live Oak Road (SR 1114), Pamlico County. The purpose of this development is to support additional slips at the community lot at Kennels Beach. The community lot currently supports 11 slips, a boat ramp, and a bulkhead. This proposal would bring the community marina to a total of 17 boat slips. The proposed docking facility will be situated between two existing groins on the lot. The proposed docking facility will have a main access pier that leaves the bulkhead and connects to an uncovered "T" platform with a "step down." This proposed pier will be 5' wide and 130' long. The proposed "T" platform will be 10' wide and 30' long with a 10' wide and 6' long step down attached on the east side of the "T." The six proposed boat slips will be supported by six independent tie pilings adjacent to the main access pier. Each slip will be 14' by 30'. Slip #1 will be located on the inside of the "T" platform's northwestern side. It will have a covered boat lift. Slip #1 will be accessed via traversing through Slip #2. The water depths in the proposed slips range from -3.5 to -4.0 NWL. This proposed docking facility will extend 140' waterward from the existing bulkhead out into the Neuse River. Page 3 10. Anticipated Impacts: The docking facility will not pose a hazard to navigation because it will be less than V4 of the width of the waterbody and approximately 2.9 miles from the channel. The proposed docking facility will not be longer than the pier head line established by the adjacent docking facilities. The docking facility will be greater than 15' from both of the adjacent riparian property lines. This proposed docking facility will be approximately 50' from the existing dock to the east, and it will be approximately 47' from the existing boat ramp's staging pier to the west. This proposed private /community docking facility will usurp 3,530 f and shade 1,43011 of Public Trust Waters. This proposed docking facility will result in six new slips to the eleven existing slips at this community marina. The proposed docking facility will extend 140' waterward of the bulkhead at NWL. The Neuse River is 3.8 miles wide at this location. Traditional marine construction methodology will be utilized during the construction of this private docking facility. Temporary, short-lived turbidity impacts are anticipated during the setting of the docking facility's pilings. There is no proposed change in the usage of the community marina by the residents of Kennels Beach. There is not a cultural resource in the nearby vicinity of the project area. This project area is subject to the Neuse River Riparian Buffer Rules. Water depths within the proposed boat slips are deep enough to prevent scouring of the bottom habitat. These waters of the Neuse River are not classified as a Primary Nursery Area and there is not any submerged aquatic vegetation present. This area is closed to shellfish harvest and is classified as SB; Sw, Nutrient Sensitive Waters. There is a defined Federal Channel 2.9 miles south of the project area. PROJECT NARRATIVE KENNELS BEACH JOINT USE PIER & SLIP CONSTRUCTION This project consists of the construction of a six slip docking facility as detailed on the project work plan(s).The facilities are proposed to be attached to land(s) under the ownership of Kennels beach incorporated. Kennels beach incorporated has provided it's consent (copy of consent statement is herewith included) to allow the construction of the proposed facility. The said lands have been previously leased to Kennels Beach Improvement, a North Carolina Corporation which has likewise voiced Its consent by signature of corporate officer(s) (copy included) to allow the construction of the proposed facilities. The proposed facilities will be a joint use facility to be used by but not limited to Joseph. Tarlton, Patsy Vann, Marvin Cherry, and Alice Ackerman. Also included is the "Kennel FamlW which has been given rights to use the proposed facilities. The facility will consist of 5' wide hog -slat concrete panels with appropriate stingers and headers anchored to 8" diameter piles located @ 5' spacing center to center. The main walkway will be 130' linear feet in length terminating into a 10' feet X 30' feet Tee platform. Included within the six slip total is a 16' feet X 30' feet coverd boatlift located at the western side of the walkway at the outward end. There is proposed to be six(6) tie off piles for securing watercraft alongside the proposed facility. Generally, the slips will be used for temporary dockiniExcept for the covered boat slip which will permanently house a watercraft, the remaining five slips will generally be used for temporary docking and tie-off during the summer boating and fishing season. Construction of the proposed facility will be from a barge mounted vibratory hammer for pile installation and installation of dock support timbers and walkways. Construction is expected to be not more than 15 working days from commencement to completion. Protective measures will be in -place to minimize any possible contaminants from entering State waters.
