The Division of Water Quality (DWQ) has performed a preliminary review of a 401 Water Quality Certification
application submitted for the above referenced property. Additional information will be required in order to
complete the review process.
Please provide the following information so that we may continue to review your project.
Additional Information Requested:
1. The DWQ, along with Duke Energy Lake Services, require that you evaluate the feasibility of a)
bioengineered techniques (i.e., native plantings to alleviate soil erosion in lieu of or in
combination with hard structures), b) rip -rap only, and c) the combination of dry stack wall and
rip -rap.
From the documentation submitted, erosion along the property owner's shoreline appears to be
minimal. Rip -rap (only) stabilization may be the most feasible option along the portion of
shoreline requested. Please re- evaluate and demonstrate the need for a boulder (dry stack) wall if
the owner still wishes to pursue that option.
If work is not conducted from a barge, Duke Energy Lake Services will require replacement in accordance with
Exhibit 1, Part 5.b. of Duke Power Nantahala Area Shoreline Management Guidelines.

Permanent impervious surfaces (excluding access pathways) must be kept 30 feet back from surface waters [ref.
15A NCAC 2B.0215].
Please provide your response in writing to the addresses below by March 20, 2013. Four copies of the required
information should be provided to the Wetlands, Buffers, Stormwater Compliance and Permitting Unit at:

This letter only addresses the preliminary application review and does not authorize any impacts to wetlands,
waters or protected buffers. Please be aware that any impacts requested within your application are not
