I'm also going to forward you a prioritization authorization request for the B section which I received from NES. We should receive the additional information I requested in the next day or two. We have two options best I can figure: 1) You can send a retraction letter for C & D and I can continue to process the current application for the B section. You will need to submit a new application for C & D. In the interim I can review the plan sheets for C & D and get you a list of revisions /corrections before you submit the new application for C & D so we can process the application in a timely manner. 2) You can send the letter suggested below and I can review and issue B. The clock will not stop on C & D and I will have to process it within our statutory time limits. I will be sending you and Manley a list of additional information required for the B section later today. If you cannot provide the information within 7 calendar days, please let me know so I can issue an hold letter on the application for https:Hmail.nc.gov /owa/ ?ae= Item &t = IPM. This process will be repeated for C & D,. probably individually, in order to process this within the statutory time limit and allow you a reasonable amount time to provide the requested additional information within the 21 days allotted by a hold letter. " It's a formal request from us, stopping your clock on C & D, without us having to withdraw the application. Page 1 of cover letter; please remove Neuse Buffer Authorization from reference section noting original 401 authorization. 2. Each utility impact site needs to be identified as riparian or non riparian to complete 401 authorization tables. Numbers provided in the application package do not match the numbers provided in the mitigation plan included in the original application and dated July 24, 2012. Please correct. 4. Based on notes taken from our field meeting at proposed mitigation site B -1 on 11/28/11, no stream mitigation credits would be requested at this site at the time of application. The site would be monitored and if a viable stream channel developed, the agencies would consider awarding stream mitigation credits that could be used for stream impacts on future sections of this project. Furthermore, the stream preservation component of the plan is not valid because the feature was deemed a tributary (not a stream) during the field verification. Please remove the stream mitigation component from this site. 5. Mitigation Site B -1; please provide a reforestation/planting and hydrology monitoring plan for the wetland restoration and enhancement components of this site. 6. Mitigation Site B -2; please provide a reforestation /planting and hydrology monitoring plan for the wetland restoration component of this site. 7. Please provide a Stormwater Management Plan for this section of the project. 8. Permit drawings for Site 4 and Site 6 include a note "Rock Fill in Pond See Detail Provided by Geotech ". This detail was not included in the application, please provide. 9. Sheets 19 -1913, impact key is not correct. The impact is fill in surface water not wetlands, please correct. 10. Sheet 19 PFL, the cross section show 4:1 slopes at this jurisdictional crossing. Your application states in the "Minimization and Avoidance" section states that 3:1 slopes will be used in jurisdictional areas. Please correct. 11. Sheet 57 PFL, the cross section show 4:1 slopes at this jurisdictional crossing. Your application states in the "Minimization and Avoidance" section states that 3:1 slopes will be used in jurisdictional areas. Please correct. 12. Permit drawing 54 of 56, title window list the wrong project. 13. Wetland lines beyond the R/W have been removed from most permit drawings, which is misleading for contractor and agencies conducting field reviews. Please revise.
