EXECUTIVE SUMMARY
This mitigation plan includes 1) restoration (priority I) of 5322 linear feet of streams, 2)
restoration of 1137 linear feet of braided Coastal Plain stream, 3) enhancement (level I) of 803
linear feet of stream, 4) enhancement (level II) of 3220 linear feet of stream, 5) restoration of
29.0 acres of jurisdictional wetland, 6) enhancement of 1.5 acres of cleared jurisdictional
wetlands, 7) preservation of 0.5 acres of forested jurisdictional wetland, and 8) establishment of
a permanent conservation easement to encompass all mitigation activities, as well as a minimum
50 -foot wooded riparian buffer adjacent to wetlands and streams.

After completion, the Bank will offer 8282 stream mitigation credits and 29.9 riparian
wetland mitigation credits as determined using interagency guidelines outlined below.
This addendu►n has been requested by the interagency review team (IRT) and prepared by
Restoration Systems to clarify changes proposed at the Pancho Mitigation Bank. Changes
include modifications to upstream reaches associated with Kennedy Mill Branch and the Main
Tributary. These reaches were initially proposed as stream Preservation and no mechanized
work was to be conducted in these locations. Proposed changes include raising the channel bed
with suitable backfill material to reduce impoundment of the channels and conversion of these
areas from Preservation to Enhancement Level II (see Figure A, attached).
Raising the channel bed in these reaches is necessary to tie the proposed channel bed to the
historic floodplain elevation (Priority 1 Restoration) in the stream restoration portions of the
Bank. Raising the channel bed will entail tilling the channel with suitable material. Channels
will be filled to within approximately 1 foot of the floodplain surface at the tie -in with
Restoration reaches and will taper back to the existing channel bed as the reach extends
upstream. The result is an increase in floodplain connection, bank stabilization, and general
function uplift as you progress downstream from the upstream, project terminus. Therefore, the
downstream portions of channel backfill have been proposed as Enhancement Level 1, with the
upstream portions of channel backfill proposed as Enhancement Level 11.

Enhancement Level II areas will be tilled to the appropriate elevation to conduct downstream
work, will receive spot bank stabilization were necessary (matting, bank sloping, removal of
compromising woody debris, etc.), and will have Chinese privet (Ligustrum sinense) eradicated
within the riparian buffer. Areas proposed for Enhancement Level II are expected to receive
functional improvements including, but not limited to the following.
Feature Longitudinal Profile — It is anticipated that raising the streambed as proposed in Figure
A and cross - sections (See Appendix A) will improve the longitudinal profile in the lower
reaches of these sand -bed stream reaches so they will no longer be considered
"substantially" altered.
Sims of Active Instability — It is anticipated that the raising of the streambed, flattening of
streambed slope, and spot bank stabilization will reduce energy on stream banks, resulting
in improved stabilization of the stream bed and banks.
Streamside Area Interaction — It is anticipated that raising the streambed will improve
streamside area interaction adjacent to the enhancement reaches. Streamside area
interaction is expected to improve as you move downstream from the upstream project
terminus. Enhancement Level II reaches are not expected to restore this function to
reference conditions, however, improvements over the existing condition may be expected.
Vegetative Composition — The existing, degraded vegetative composition is primarily a result
of the existence of extensive stands of Chinese privet within the streamside area. The
removal of privet is anticipated to result in improved habitat function adjacent to the
Enhancement reaches.

2.0 OBJECTIVES
These goals will be achieved by the following.
Providing 8282 stream mitigation credits by the following.
• Enhancing (Level I) approximately 803 linear feet of stream channel by removing
invasive species, protecting desirable hardwood trees greater than 4 inches in
diameter at breast height to the maximum extent possible, restoring overbank
flooding /hydrodynamics by raising the bed elevation, sloping channel banks, alter
channel slopes to reduce bank erosion, modify woody debris in channels to promote
habitat, and supplementally planting where necessary.
• Enhancing (Level 11) approximately 3220 linear feet of stream channel by slightly
improving floodplain access, providing bank stabilization in highly eroded portions of
the channel, and removing invasive species adjacent to the channel.
6.1 CREDIT DETERMINATION
The Bank encompasses Kennedy Mill Branch, unnamed tributaries to Kennedy Mill Branch, and
associated wetlands /hydric soils and floodplains. Bank mitigation options outlined in this report
are as follows.

Emphasis on the Coastal Plain — Draft (USACE et al 2007). Proposed mitigation units are
depicted on Figure 6 (Appendix A).
7.2 STREAM ENHANCEMENT (LEVEL I)
Stream enhancement (level I) is proposed for two reaches within the Site: l) the upstream reach
of Kennedy Mill Branch and 2) the upstream reach of the Main Tributary (Figure 6, Appendix
A). Enhancement (level I) will entail shallowing the channel from a depth of 5 feet to a depth of

I to 2 feet, contouring stream banks, removing invasive plant species, and supplemental planting,
as necessary. Channel shallowing is required to conduct priority 1 stream restoration in
agricultural portions of the Bank and till is expected to taper back to natural grade in the
upstream reaches. All channel work will be completed in a manner to cause as little disturbance
to the existing vegetation as feasible and desirable hardwood trees greater than 4 inches in
diameter at breast height will be avoided to the maximum extent possible. Enhancement (level I)
should promote overbank flooding, reduced shear stress /sedimentation, improved water quality
functions, and improved aquatic and wildlife habitat associated with a stable riparian
corridor /stream.
7.3 STREAM ENHANCEMENT (LEVEL II)
Stream enhancement (level II) is proposed for two locations within the Bank: 1) the northern
reaches of Kennedy Mill Branch, downstream of Stevens Mill Road and 2) the extreme upper
reaches of Kennedy Mill Branch and the Main Tributary (Figure 6, Appendix A).
Stream enhancement (level II) downstream of Stevens Mill Road will entail the cessation of
current land management practices, removal of spoil material along the stream banks, and
planting riparian buffers with native forest vegetation. Riparian buffers will extend a minimum
of 50 feet from the top of stream banks to facilitate stream recovery and prevent further
degradation of the stream.
Stream enhancement (level 11) in the upper reaches of Kennedy Mill Branch and the Main
Tributary will entail filling the channels to the appropriate elevation to conduct downstream
work, spot bank stabilization were necessary (matting, bank sloping, removal of compromising
woody debris, etc.), and control of Chinese privet (Ligustrum sinense) within the riparian buffer.
Enhancement (level II) should slightly improve overbank flooding, improve bank stability, and
enhance the riparian buffer.
7.4 STREAM PRESERVATION
Stream preservation has been removed from the Bank. Stream Enhancement level II has
replaced preservation on the upstream reaches of Kennedy Mill Branch and the Main Tributary
as described in Section 7.3 of this document.
9.1 STREAM SUCCESS CRITERIA
Priority I Restoration Kennedy
Kennedy Mill Branch, Main Tributary, UTs 5 -6
Performance standards for channels where work includes construction of pattern, dimension,
and /or profile (e.g., Priority I and II Restoration) shall be in accordance with the Stream
Mitigation Guidelines, dated April 2003, listed below. These stream systems, which include
Kennedy Mill Branch, the Main Tributary, and UTs 5 -6 on the Restoration Plan (Figures 7A -7B,
Appendix A), are subject to the performance standards listed below.
1. Photo reference sites should show no substantial aggradation, degradation, or
bank erosion.

2. Channel stability (monitored using cross - sections, longitudinal profiles, and
photographic documentation of substrate) should demonstrate no more than
minimal evidence of instability (down- cutting, deposition, bank erosion, or
increase in sands or finer substrate material).
Enhancement (Level I) Reaches
Kennedv Mill Branch, Main Tributary (upper reaches)
Performance standards for Enhancement Level I reaches shall be similar to Restoration
performance standards; however, these channels would be expected to aggrade over time as
sediment moves into, and through the reach. These stream systems which include the upper,
forested reaches of Kennedy Mill Branch and the Main Tributary immediately upstream of
Priority 1 restoration areas (Figures 7A -713, Appendix A) are subject to the performance
standards listed below.
1. Photo reference sites should show no substantial bank erosion.
2. Channel stability (monitored using cross- sections and photographic
documentation) should demonstrate no more than minimal evidence of instability
(down - cutting and bank erosion).
3. Linear transects within the adjacent buffer to determine if enhancement efforts
result in mortality of existing, forested vegetation.
4. Crest gauge should show connection of the channel with the floodplain for the
downstream portions of the enhancement (level I) channels.
Enhancement (Level II) Reaches
Kennedv Mill Branch, Main Tributary
Performance standards for enhancement (level II) reaches shall be commiserate with the
proposed functional uplift. Similar to enhancement (level 1) reaches, these channels would be
expected to aggrade over time as sediment moves into, and through the reach. Enhancement
(level I) reaches include the upper, forested reaches of Kennedy Mill Branch and the Main
Tributary immediately upstream of enhancement (level 1) areas (Figures 7A -713, Appendix A)
are subject to the performance standards listed below.
1. Photo reference sites should show no substantial bank erosion.
2. Channel stability (monitored using cross- sections and photographic
documentation) should demonstrate evidence of improved stability over existing
conditions.
3. Crest gauge should show limited connection of the channel with the floodplain for
the downstream portions of the enhancement (level II) channels. These channels
will remain incised and are expected to show limited connection with the adjacent
floodplain.
10.1 STREAM MONITORING
Priority I Restoration Reaches
Kennedy Mill Branch, Main Tributary, UTs 5 -6
Annual monitoring will include development of channel cross - sections on riffles and pools, and a
water surface profile of the channel in priority I stream restoration reaches. The data will be

presented in graphic and tabular format. Data to be presented will include 1) cross - sectional
area, 2) bankfull width, 3) average depth, 4) maximum depth, 5) width -to -depth ratio, and 6)
water surface slope. A photographic record of preconstruction and post- construction pictures
will also be compiled.
Enhancement (Level I) Reaches
Kennedv Mill Branch and Main Tributai-v

enhancement (level I) stream reaches. The data will be presented in graphic and tabular format.
Data to be presented will include 1) cross - sectional area, 2) bankfull width, 3) average depth, 4)
maximum depth, and 5) width -to -depth ratio. A photographic record of preconstruction and
post - construction pictures will also be compiled.
In addition, linear transects will be monitored adjacent to the stream enhancement (level I) reach
to access any existing mature tree mortality due to changes in hydrology. This information will
be reported in the annual monitoring report but will not be tied to performance standards.
Enhancement (Level II) Reaches
Kennedv Mill Branch and Main Tributary
Annual monitoring will include development of channel cross - sections on riffles and pools in
enhancement (level 1I) stream reaches. The data will be presented in graphic and tabular format.
Data to be presented will include 1) cross- sectional area, 2) bankfull width, 3) average depth, 4)
maximum depth, and 5) width -to -depth ratio. A photographic record of preconstruction and
post- construction pictures will also be compiled.
