During the design phase, the road widths and fill depths were kept to a minimum, which in turn reduced the length of impacted stream reach. The pipes were designed to be set 1 ft. below the stream bottom to provide a soft, natural stream bed 1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques: During construction erosion control measures such as clean water diversion ditches, silt fencing, and wattles will be used to control erosion and sedimentation. Diversion ditches will minimize the amount of stormwater runoff that flows across disturbed areas. The pipes will be laid in the dry using a by-pass pumping system. Soils are assigned to one of four groups according to the rate of water infiltration when the soils are not protected by vegetation, are thoroughly wet, and receive precipitation from long -duration storms. The soils in the United States are assigned to four groups (A, B, C, and D) and three dual classes (A/D, B/D, and C/D). The groups are defined as follows: Group A.
