As follow-up to our conversation yesterday (3/20/2013) I discussed the isolation valves with Belinda Henson, Regional
Supervisor, SWPS Fayetteville Regional Office this morning.
It is our opinion you do not need formal authorization to add the subject isolation valves leading to and from the two (2)
aeration basins at the Town of Biscoe WWTP.
This opinion is based on the immediate need to perform O&M on the single secondary clarifier at the WWTP and that
addition of the valves will not change the treatment design or capacity.of the facility.
Further, based on my observations of the WWTP yesterday'and conversation with you and your staff, the Town should
treat the installation of the valves and performing the long overdue O&M on the clarifier and other treatment units of
the WWTP as a urgent matter.
The work is deemed necessary to help prevent NPDES Limit violations and possible impacts to receiving waters.
