During the week of February 8, 2021, Metropolitan Sewerage District (MSD), Water Reclamation
Facility (WRF) experienced. a weekly cBOD limit exceedance. The NPDES Permit weekly average limit is
40.0 rng/I. The weekly average cBOD laboratory results for MSD WRF are 41.2 mg/I. This is an
exceedance of 1.2 mg/I of the NPDES weekly average limit.
This exceedance is attributed to four factors; the first factor being rotating biological contactor
(RBC) basin #2, trains #3 and #4 were isolated on Sunday, February 7th. The two. (2) trains were pumped
out on Sunday and Monday, February 8th for cleaning out of the influent channel on Tuesday, February
9tn. The purpose of isolation of the influent channel was for maintenance to conduct an inspection of
the gates and gate frames and then the two trains were placed back in service. The second factor
contributing to this exceedance was maintenance work that was performed on the collection system
which required the Carrier Bridge pump station to be off-line for approximately 3 hours. The third
factor, in addition to these maintenance activities, one of the Significant Industrial Users (SIU's)
discharging to the MSD collection system notified MSD Pretreatment of a 60,000-gallon'batch of high
strength product they needed to discharge. The fourth factor, a second industrial discharger, though
permitted and with limits, discharge an off -spec product with a BOD of 500 mg/I greater than their
typical discharge. MSD instructed the industries to discharge at.a slow rate so the treatment system
could assimilate the load.
Having RBC basin #2, Trains #3 and #4 off-line negatively impacted the biology of these two
.
treatment trains. The treatment trains were dry from Sunday, February 7th until Tuesday, February 9tn
When the isolation gates were opened, providing flow to the two trains, what was experienced by the
biology was a surge of high strength wastewater, as described in the paragraph above. The WRF
treatment as a whole experienced the surge flow and high strength wastewater which was a shock to
the overalltreatment system. Typically, these types of issues do not occur concurrently with industrial
discharges, collection system issues and treatment process maintenance.
We regret this weekly exceedance occurred as we diligently strive daily to produce the best
possible effluent quality, for protection and improvement of the French Broad River.
