At the McCain Hospital WWTP, Darrel Cockman (ORC) has been operating this facility in the absence of a
Backup. Operator since February 2003. As stated in the Administrative Code Title 15A. Section .020.1 "Owners
of classified water pollution systems shalldesignate operators, certified by the Water Pollution Control System
Operators Certification Commission (WPCSOCC), of the appropriate type and grade for the system, and, for
each system, must designate: (2) one or more Backup Operator(s) in Responsible Charge (Backup ORCs) who
possesses a currently valid certificate of the type of the system and no more than one grade less than the grade
of the system, with the exception of residential systems with a design flow of less than 1500 gallons per day."
A designation form shouldbecompleted and sent to NCDENR/DWQTraining and Certification Unit in
Raleigh and a copy sent to our office.

operator's (James Bolton) position is being posted for the effective dates of 1/20/04-
1/29/04. Once filled, this position will provide ORC responsibilities for the Morrison spray
irrigation system and Backup-ORC for the McCain wastewater treatment system.
